About the role:
The Project Change Manager is delegated and mandated by the Product Family Change Manager to coordinate Change Management related activities in the Implementation phase according to the BT Change Management Directives in a Product Family. The Project Change Manager is accountable for the efficient implementation of the change through the coordination and engagement across functions.
Dedicated to one or several projects (depending on size and phase) he ensures that all changes are planned and implemented in line with the project milestones. He reports the progress to the Product development Manager (project PdM) of the specific projects under his/her scope.
Change Preparation Phase:
Conduct the Change Preparation Board to ensure a performing cross-functional cross-project preparation phase.
Ensure that the changes are appropriately prioritised in line with product family and project requirements and configuration baseline roadmap. (Product Family prioritisation list for change)
Ensure all changes are documented with the correct quality standard (Refer to check lists in ChM directive)
Change Approval Phase:
Develops detailed implementation plan with cross functional team based on preliminary implementation plan and baseline allocated. The Change implementation plan is formally released as a sequence of Change Orders with individual due dates.
Reports Change Implementation Plan conflicts due to capacity limitations in the function for arbitration in the Product Family and Projects.
Change Implementation Phase:
Chairs the Project specific Change Implementation Board (CIB) for all projects under his/her scope.
Support the PF Change Manager in chairing the Product Family Change Implementation Board (PF CIB).
Delivers the cross functional implementation of product and project specific CR, through the achievement of COs according to the detailed implementation plan.
Reaches cross project alignment of implementation strategies by aligning with other Change Manager – Implementations (where applicable)
Is accountable for the quality of the detailed implementation process including full traceability of changes down to individual units (robust mechanism in place to support As-built and As-Maintained configuration reporting).
In all phases:
Constantly monitor the performance of the process, identify current bottlenecks and project risk of future bottlenecks. Request the functions responsible for each bottleneck to fill the gaps and engage with them to define action plans (additional resources/training/prioritisation/work on efficiency…) before the gaps become an issue.
Escalate to the PF Change Manager when actions are not taken in due course to fill the gaps.
Ensures robust application of the Configuration Management strategy in the change management process.
Member of the PdM Core team, he/she reports progress to the Product Development Manager (PdM). Escalate (to PdM and PF Change Manager) the issues that will jeopardize project milestones.
Contribute in support of the Project Configuration Manager in establishing the Change Management section of the Configuration Management Plan.
Coordinate the team of functional change coordinators in pursuing progression of the change through the implementation phase.
Fosters efficient cross functional work with the objective to deliver the implementation plan for all changes under their scope in Quality, Time and Cost.
Reporting and performance:
Supervise performance of Change Management process by implementing and reporting with Visual Management and standard KPIs (Focus on Visual Management for CIB and Standard KPI ChM03 relating the performance of Implementation phase).
Tools deployment and Continuous improvement.
Support the implementation of IS tools involved in the Change Management process. Provide feedback to the PF Change Manager for enhancement of tools and processes specifically in the implementation phase.
University/Polytechnic Degree in any of Engineering/Project Management/Business Management, or equivalent
Relevant experience required
· Typically 7-10 years of experience in a role linked to the change management process
· Profound understanding of Change Management and its main related processes such as Requirements Management and Configuration Management.
· Good knowledge and experience in project management and product development processes
Specialized or cross-functional knowledge / relevant experience required by the position/role
· Expert knowledge in the practices of Change Management
· Good knowledge and understanding of BT Tool landscape (PDM, SAP, Maximo, CCT) and corresponding flow of data.
· Good knowledge in Configuration Management
· Good knowledge in Requirements Management
· Fair knowledge in concepts of Project Management
