Our client, a large complex Queensland government agency, is currently seeking an Organisational Change Manager for an initial 6+ month contract paying $920/day.

The Organisational Change Manager will be responsible for supporting the Program Manager and Chief Digital Officer in applying a structured methodology and lead organisational and cultural change management activities across the organisation through supporting communication efforts, assessing the change impacts, supporting training efforts and managing the complexities associated with the Program.

The Organisational Change Manager reports to the Chief Digital Officer.

Roles and responsibilities include;

  • Lead the development, implementation and review of plans and human resource focussed methodologies to enable the effective implementation of a range of significant change management initiatives. Ensuring alignment with program plan and providing guidance for program teams in articulating the compelling change story and conceptualising the desired future state, service delivery model.
  • Provide strategic advice to executive / senior management to identify and define the changes to processes, procedures and practices needed to achieve change and deliver the planned benefits.
  • Lead the identification of potential risks and issues, and develop innovative strategies and solutions that support the implementation of employee focussed change management.
  • Identify the most expected and potential points of resistance to change and develop counter strategies to reduce the resistance and address the doubts and uncertainty surrounding the change to foster a positive acceptance of change.
  • Provide leadership on and oversee the communication of relevant information to all stakeholders in a positive manner to ensure changes are understood and to foster commitment to ICT and/or business process changes.
  • Develop and maintain collaborative working relationships, formal arrangements and strategic partnerships with clients and stakeholders to assess the readiness of the organisation, ensuring a strong commitment to change management.
  • In conjunction with relevant corporate units, create specific change management plans, including communications plans, with respect to training and orientation of employees through a structured change management implementation strategy so there is consistency in adopting change for every employee, project team and work unit.
  • Establish parameters then monitor, evaluate and report to senior management on the effective utilisation of change management initiatives through the provision of performance intelligence, including benchmarking data that inform future directions and support executive decision making.
  • Diagnose gaps in the implementation of change and develop strategies to identify corrective action required to achieve full adoption for the change.
  • Participate in various high profile forums, committees and working parties to ensure the interests of the department are effectively represented, while integrating human resource focussed change methodology and strategy to encourage acceptance of change.
  • Lead and manage the Change Management team, and provide an effective working culture by capturing and sharing knowledge, supporting common procedures and practices, and encouraging a learning environment through developing learning goals for individual team members and providing on the job coaching where necessary.
  • Research, analyse and prepare complex briefs, reports, Cabinet submissions, policy responses and briefings including for use at Ministerial and Director-General level

Essential Qualifications/Certifications/Skills

  • Demonstrated experience in leading change management in a large organisation utilising implementation strategies to enable the achievement of broader departmental goals and objectives, in a complex and changing environment.
  • Demonstrated ability to lead and manage complex change management to successfully deliver strategic outcomes within time and cost limitations.
  • Demonstrated ability to lead and work within a collaborative and supportive environment by providing clear direction, articulating parameters and establishing professional working relationships with a wide variety of internal and external clients and key stakeholders.
  • Demonstrated knowledge of, and understanding of, change management practice, with an understanding of how people deal with the change process, through experience with a change management methodology (such as the Prosci, ADKAR model).
  • High level written and oral communication and interpersonal skills demonstrated by a superior ability in consultation, networking, negotiation, partnering, and advocacy with influence to achieve outcomes.

Highly Desirable Qualifications/Certifications/Skills

  • Experience in Project and Portfolio Management would be highly desirable e.g. Agile, PRINCE2, Managing Successful Programs, Management of Portfolios, P30, Benefits Management.
