Based in Hong Kong, the Vice President & Regional Chief Data Officer, Asia is responsible for leading and executing a strategic roadmap for collecting, storing, processing and managing both segment & corporate data to support and enable advanced analytics/AI, business reporting, digital transformation and operational improvements all to help drive accelerated growth in Manulife’s Asia business. This involves (1) collaboratively working with different technology, risk & compliance and analytic teams across Asia and Global, (2) managing the operational activities for the regional instance of the Enterprise Data Lake, and (3) ensuring Group Functions requirements align and address Asia Segment’s business needs and requirements.
The incumbent must have a passion for how data can be leveraged and used to drive deeper, meaningful insights that enhance the customer experience, grow our businesses, minimize risk and engage our employees across Asia and globally.
The role is mandated to lead, expedite and strengthen Manulife’s Asia data capabilities, help drive the Global Data Strategy, and delivering Corporate functions’ technology requirements for enterprise applications. Specifically the role provides regional leadership and oversight managing data governance and technology delivery teams, technology budgets, supplier management, IT systems development while adhering to global and Asia segment architecture standards, information risk and business continuity management. The role is also an active member on several committees such as Asia Segment Executive Committee (ADEC), Asia Technology and Operation Executive Committee and Asia Chief Operating Officer Council, and Global Data Leadership Team.
1) Provide data & technology leadership, guidance and delivery supporting Asia’s growth objectives. Setting the strategic rollout, delivery and operational management of modern data capabilities to ensure Manulife’s data platform, pipelines and services are scalable, repeatable and secure serving multiple users and use cases within the organization. The incumbent is responsible for operational oversight and management of the data platform providing thought leadership and direction for highly complex, multi-faceted data initiatives. Specifically, the incumbent will:
Collaborate with System and Data Architects, translate complex functional and technical requirements into detailed architecture, design and high performing capabilities with the Enterprise Data Lake;
Ensure the Asia Data Office integrates and aligns with Asia CIO’s Book of Work, Application Roadmap and Talent/Location Strategy to ensure priorities are well understood and proper expectations established with business stakeholders;
Design and execute the build-out of data patterns and services - both batch, real-time and complex event handing - leveraging open technologies and in support of Divisional requirements;
Build and manage a Global Data Operations team to support the data platform and ensure overall production data system health including software currency, platform resiliency, cloud infrastructure management (scale up/down) and expense & value monitoring;
Work with the Global Data Office and Asia Division’s Delivery Services to ensure timely delivery and constant communication of commitments meeting the expectations of stakeholders;
Work closely with in-market data engineering teams within Hong Kong, China, Japan and Southeast Asia supporting local data & analytic requirements leveraging the Enterprise Data Lake;
Effectively manage operational risk and change with a continuous focus on process improvements;
Work with market-level IT teams (Hong Kong, China, Japan, SE Asia) to enhance their data engineering capabilities leveraging the regional-instance of the Enterprise Data Lake;
Provide thought-leadership and collaborate close with ETS on the advancement of Manulife’s Cloud infrastructure capabilities to support Asia’s data requirements;
Provide guidance, thought-leadership and coaching in the development of Data Integration, Business Intelligence & Dashboard reporting and implementation of Advanced Analytic capabilities;
Work closely with Asia Division & Group Functions’ Compliance, Information Security and Risk Management teams to ensure alignment to regulatory and corporate requirements relative to data management.
Provide leadership, guidance and support for Group Functions’ data requirements in Asia (i.e., Finance, Actuarial & Risk Management)
2) Executing and delivering on Manulife’s Global Data Strategy in Asia. Specifically:
a. Drive global and Asia Business Units collaboration around value-driven data governance and focusing effort where it matters most to Manulife’s customers, employees and shareholders
b. Invest in data talent and building a Global and Segment Community of Practice to take advantage of emerging data capabilities;
c. Champion open data design & architecture that builds for flexibility and leveraging open data frameworks & technologies;
d. Introduce modern data capabilities across Manulife Asia businesses through collaboration and engagement with local market technology & analytic teams;
e. Innovate and iterate an agile, collaborative data culture that enables and empowers analytics while creating new business capabilities that provide measurable and actionable improvements to the customer, employee and shareholder experience.
3) Providing technology leadership and oversight of all in-production Corporate & Enterprise applications. Specifically:
a. Ensure enterprise applications aligns with Asia priorities, needs and requirements at both Regional and Local in-market creating awareness and efficiencies to improve Group Functions capabilities;
b. Constructively challenge operational processes to drive cost & delivery efficiencies while maintaining service levels and managing stakeholder expectations;
c. Effectively leverage and oversee different delivery and operating models between full time staff, application management outsourcing and third-party partners ensuring expectations are well understood, measured and managed;
d. Find synergies and opportunities to build out cross-Asia markets capabilities to reduce costs, create efficiencies and accelerate Manulife’s digital / agile transformation in Asia.
Required Knowledge and Skills:
Demonstrated 10-15 years professional experience with modern data capabilities including a university degree in Engineering, Computer Science or equivalent program;
Advanced analytical and project management skills (DevOps, Extreme Programming, Agile, and Waterfall) for a variety of tasks or projects. Ability to deal with complex problems involving multiple facets, variables and situations where only limited standardization exists;
Extensive expertise in data technologies and the use of data to support software development, advanced analytics and reporting. Particular focus on Cloud (Azure) and Hadoop-based technologies;
Experience with leading an Operations Team providing oversight of the administration, configuration management, monitoring, debugging, benchmarking and performance tuning of Hadoop and Hadoop-based technologies (or other equivalent data platform);
Experience and capability in translating non-technical user requests into complex technicalspecifications and solutions that meet these requirements;
Proven success in managing and building relationships with Senior Business Leaders, internalteams and external partners and providers.
Flexible and adaptable when dealing with change with a strong awareness of cultural diversity.
Presents complex ideas clearly, with an ability to manage the complexities of executing significant change and influence individuals across business boundaries to achieve objectives.
Experience in use of change management strategies, tools and techniques to influence adoption.
Excellent written and verbal communication skills, with an ability to provide updates to all levels, including executive management.

Must be willing to travel up to 25% - 50% of the time.

Oversight of all core data technology decisions in Asia pertaining to implementation of Manulife’s Data Platform and will consult and collaborate with global community of practice with new capabilities and tool evaluations;
Consulted on Business Units’ Data Office Annual budgets/spend for businesses and for total company as defined by data roadmaps and report out of Asia Segment corporate technology and data budget.
