Project Overview: USAID ARMM Health Capacity Building Activity in the Philippines is a five (5) year project from February 2019 to February 2023. This project aims to support the Autonomous Region in Muslim Mindanao (ARMM) to improve access to high quality Family Planning (FP), Adolescent Sexual and Reproductive Health (SRH) and Maternal and Child Health (MCH) services. Under this project, URC will: 1) comprehensively improve demand for health services; (2) increase the supply of high-quality appropriate care: and 3) foster an enabling environment in which the system can successfully operate Position Overview: The Chief of Party should have demonstrated capabilities in management, institutional capacity building, high-level strategic visioning and leadership, and experience in working effectively with district, provincial and national government authorities. Prior experience in senior level management of similar programs is required. Demonstrated experience is required in coordination and collaboration with broad set of stakeholders, including multi-lateral and international donors and local and international NGOs. The Chief of Party must have background and experience in more than one technical area of the program. Job Description: Provide programmatic, strategic technical, and managerial leadership for all components of the program to ensure quality and timely delivery of the contract; Ensure close coordination with and leverage other relevant initiatives of USAID, GoPH, DOH, DOH-ARMM, local counterparts and other donors; Build technical and program management capacity of provincial and facility staff and region/provincial FP coordinators to provide effective technical leadership on planning, implementation, monitoring and evaluation of project activities and strategies; Work with senior technical leads to facilitate effective partnership with stakeholders engaged in FP/MCH program with in provinces, assist in coordination and support existing FP/MCH related platforms and initiatives to strengthen regular FP/MCH related policy analysis, planning, delivery and monitoring in developing regional states; Work with SBC Director to provide technical review and inputs and coordinate closely with the SBC strategies, documents (such as SBC materials), interventions and evaluations; Work with technical and M&E team to prepare periodic reports of programme results and disseminates results including by project reports, publications, summaries and special reports; Oversee and be responsible, along with DCOP-Ops, for the financial and administrative compliance of the project including supervision, support, and direction to managerial and technical staff; Oversee staff performance by working with supervisors; and Interact directly and on a regular basis with the USAID/Philippines Mission to coordinate program direction and ensure effective implementation of project activities. Required Experience & Qualifications: Public health degree, masters or clinical; Minimum 10 years of experience in FP programs with at least three as COP or leadership position (e.g., team lead, activity manager, etc.); Managing technical teams with focus on FP, health systems or RH programs; Based in the ARMM region; International experience working outside of the Philippines preferred. Having experience managing similar scope and complexity donor-funded projects; and Strong written and spoken English and local language.
