Job Description

 

A central team of technical experts, the Compliance team provide specialised services and expertise on technical areas on Compliance topics, such as financial security, professional ethics, market integrity, protecting interests of clients, Group policy and local regulatory obligations. They work closely with the heads of the business and partner with the various leadership teams providing technical advice and support.
Mission: is the effective management of key regulatory risk through appropriate level of controls over the business. Compliance is responsible for the review, development and oversight of ethical practices, internal policy, and legal and regulatory requirements implementation. We provide assurance on the subsequent compliance of same and / or monitor and oversee the resolution of any identified issues of non-compliance or areas of key risk. We act as a liaison for external regulators, auditors and industry bodies.

The Compliance Manager – Policy & Regulatory Office provides transversal regulatory watch and monitoring of regulatory evolutions that have an impact of the business’ active within the Territory as well as the operational monitoring of the associated projects from the Compliance point of view.
The Compliance Manager – Policy & Regulatory Office also provides support to the Compliance - Advisory team in the implementation of transversal regulatory projects.
Key Responsibilities
  • Team development:o ptimizes performance of the Policy & Regulatory Office team through working together. Understands how different individuals within the team bring different skills and approaches. Encouraging working together to achieve collective goals.
  • Subject matter expert in local regulatory requirements and Group compliance policies
  • Policy and Compliance environment evolution:
    • Proactive ‘watch’ for evolutions originating from local law, regulators and / or Group policy (including cross-border evolutions – eg FATCA, AEOI / CRS, Volcker, etc)
    • Conducts comprehensive analyses of the impact of compliance framework evolutions to business lines active within the Territory (in cooperation with Compliance – Advisory), and determines the developments required to implement those changes, and ensures implementation of same (participating in and / or project managing projects as required
    • Maintain the compliance / control plan for compliance evolution
    • Together with Compliance advisory, walk though compliance / control plan changes with obligation owner, and conduct design effectiveness test of proposed new controls (if applicable
    • Ensures the quality and integrity of compliance policy and procedures and maintain a repository for same, creating or updating existing local policies to include evolutions were required (highest standard principle).
    • Develops training program for evolutions as appropriate, and conducts training sessions (for face to face training, coordinate with Compliance – Advisory)
  • Advice:
    • Support Compliance – Advisory with advice in any local regulatory or Group policy technical support
    • Coordinate and manage all regulatory inspections related to the territory
  • Regulatory Office:
    • Maintains all compliance and regulatory registers
  • Governance and reporting:
    • Coordinating / producing all transversal territory wide, regional and global reporting
    • Coordinating and managing production of all territory wide governance meetings compliance material in which compliance participates
    • Designing and maintaining templates for business line specific reporting
  • Training:
    • Design and distribute compulsory training schedule covering all CIB business lines
    • Actively follow-up completion of compulsory training during the open period, issuing regular reminders as required (if unable to be performance by Compliance- assurance).


 
 

Experience and Qualifications

  • Prior senior management experience
  • Sound knowledge of principles and practices of license obligations and compliance standards
  • Up to date with regulatory and market requirements (ASIC, AUSTRAC, APRA, ASX, FMA, FAA), as well as industry association initiatives
  • Good understanding of the Bank’s business model and operations - knowledge in financial services, financial markets and products and their activity drivers plus, specific knowledge of custody, banking, operations, dealing, fund accounting and applying a compliance framework.
  • Degree qualified in Business, Law or Commerce
  • Technically specific qualifications or evidence of ongoing development for area of specialisation e.g.: Compliance Management
  • Post graduate qualifications in law beneficial
