Global Service Delivery

Within HSBC Operations, Services and Technology, Global Service Delivery is a leader in the development of services and processes that are designed around the customer and enable the firm to demonstrate to regulators that its processes and ways of working will deliver consistently high standards of compliance. Every day, customers all over the world are paying bills, buying homes and setting up companies and every day, Global Service Delivery teams are making sure all this happens smoothly.

Role Purpose

We are currently seeking an ambitious individual to join this team working together with colleagues to define, manage and achieve divisional business targets. In this role, you will:

  • Facilitates timely and accurate payroll operation including payroll for local employees, and IM/IS/ICE in Hong Kong, as well as six overseas countries (Bangladesh, China, Japan, Korea, Philippines and Vietnam) in the Region
  • By administering different regular/irregular payments and deductions (e.g. salaries, allowance, leave & incentive pay and MPF contributions) to part-timers, temporary employees and full-time employees in accordance with the Employment Ordinance and other legislative requirements.
  • By administrating prompt and accurate final payments and deductions to leavers under different separation reasons in accordance with the Bank’s policies and legislative requirements.
  • By arranging the payment of contract end gratuity timely and ensuring the appropriate offsetting against the Bank’s MPF contribution.
  • By efficiently administering the expatriates’ remuneration, movements and promotions.
  • By keeping Areas informed of changes to expatriates’ remuneration in a timely manner.
  • By administering different payroll systems for overseas country (e.g. Bangladesh) by setting up appropriate loan accounts and reconciling the balance between loan accounts and deposit accounts held with Bangladesh.
  • By ensuring that all taxable salary items including salary, allowance, share option gains, vested retirement benefits are properly reported for new joiners, seconders and leavers in accordance with the Inland Revenue Ordinance.
  • By withholding the final payments to leavers/seconders until receipt of letter of release in compliance with the Inland Revenue Ordinance.
  • By administering the refund of rent arrangement including acknowledgement of applications, issuance of annual reminders, processing of claims and calculation of eligible claimed amount for tax reporting.
  • By handling enquires on tax effective schemes relating to refund of rent arrangement and the employer’s MPF voluntary contribution.
  • By providing accurate remuneration details of expatriates to the Tax Department for tax filing.
  • Administers the MPF Scheme and 15 Retirement Schemes (DB/DC/CPF & schemes with other Group entities in HK & UK)
  • By arranging timely and accurate contributions of different retirement schemes and remittance to scheme administrators on monthly basis.
  • By ensuring that correct benefit calculation formulas are used under different separation reasons.
  • By coordinating with scheme administrators, NSC and Credit HKH to ensure a timely fund release on retirement schemes and necessary settlement of outstanding loans for leavers.
  • Administers Group Term Life Policies for different types of employees
  • By preparing payroll data to insurance company for annual premium renewal.
  • By remitting the life insurance premiums on time according to the agreed percentage, staff counts and payroll amount.
  • Participates in ad-hoc compensation projects and prepares annual emolument return
  • By arranging for the collection of required data.  By providing accurate emoluments details to GHQ FIN/LGA APH
  • Assists in providing yearly budget forecasts for various HRA cost centres
  • By collecting and analysing data information relating to expatriates’ related costs and preparing comments on expenditure variance against forecast on various cost centres.
  • Administers the Employees Donation Programme
  • By arranging the collection of monthly donation from staff accounts, remittance of the sum to the Community Chest of Hong Kong and distribution of donation receipts to employees
  • Facilitates the China tax reporting and cost recovery for China seconders
  • By preparing monthly payroll data for China seconders to their respective branches and departments in China before end of each month and coordinating with FIN for cost recovery
  • Controls and reconciles the suspense accounts held by HRA
  • By keeping the transaction records posted to all suspense accounts and reconciling the balances at each month-end to ensure their correctness
  • Monitors recovery of expatriates’ costs
  • By preparing the monthly reports to subsidiaries and overseas branches for reimbursement of expatriates’ costs.  And to settle invoices relating to expatriates salaries costs
  • Administers interest subsidy scheme and insurance policies for GB&M subsidiary companies
  • By ensuring the timely payment of management fee and premium fee.
  • By ensuring monthly accurate pay results and excellent payroll service for the responsible entities
  • By answering employees’ enquiries in polite, efficient and professional manner; By leading by example through service excellence and driving Quality initiatives for improved customer satisfaction
  • By monitoring ‘Service Quality’ of the team to ensure high Customer Service Standards
  • By recognizing, rewarding and setting high internal service excellence benchmarks to ensure customer satisfaction
  • Problem situations are proactively identified, resolved and escalated to give maximum customer satisfaction. Appropriate measures are taken to improve quality and prevent recurrence
  • By maintaining good working relationship with RST and HR professionals in all entities, and addressing to their needs and enquiries professionally
  • By driving staff development through soft skill training, personal development plans and performance management reviews,
  • By motivating and developing team members to meet business objectives
  • By creating robust team environment where skills and knowledge is shared to achieve team and business goals
  • By briefing team members regularly and ensure that they are made aware of individual/department performance targets and achievements
  • Knowledge and experience is shared with team members, providing assistance on referred/technical issues
  • Progress reviews on performance are undertaken within agreed timescales. Advice and guidance is given in a constructive manner
  • To continually reassess the operational risks inherent in the business taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology.
  • To implement Group Compliance Policy by containing compliance risk in conjunction with the relevant compliance department. The term ‘compliance’ embraces all relevant laws, rules and codes with which the business has to comply.
  • By making further improvements on controls to reduce the operation cost and relax the burden to the team members
  • To identify streamlining opportunities to eliminate manual efforts and improve the workflow


 

Qualifications

 
  • University degree or above
  • Minimum 3 years’ supervisory experience in a HR operation related role or in processing environment
  • Ability to build and maintain relations with business units and continuously give feedback by stringent following up Performance Level Agreement
  • Evidence of process management skills with an ability to initiate process improvements
  • Strong customer orientations. A high standard of interpersonal sensitivity, communication and judgement skills. 
  • Familiar with the Bank’s HR policies and various Retirement Scheme Rules
  • Knowledge on Hong Kong Employment Ordinance, MPF Ordinance and IRD Tax reporting requirements
  • PC skills – Word, Excel & Access
