Position Summary


Under the direction of the Chief Operating Officer, the Program Director is responsible for the operational excellence of Open Door Group’s (ODG) regional/local programs by ensuring effective and efficient delivery of programs, services, quality control and evaluation. The Program Director will be the external face of ODG in regional/local communities, along with being the key decision-maker for ODG on regional/local governance and planning committees. Lastly, the Program Director will support the development of high-performing teams through effective management and development of local managers/coordinators/associate program directors, and through being an organizational connector, linking ODG’s organizational culture and goals with leadership and program staff. 


Core Functions/Responsibilities


Core Function: Financial and Program Performance


  • Annually define output, outcome, QA targets and expectations for Associate Program Directors and/or Managers that need to be achieved by each program area/location/service.
  • Submit monthly program, financial, quality assurance monthly reports to COO as per “Program and Financial Reporting” document.
  • Submit monthly reports on employer engagement and community/marketing to COO as per “EE & Community Report”.   


Core Function: Government Relations, Reporting, and Compliance


  • Complete and submit Annual Business/project plans for review.
  • Prepare and submit annual and semi-annual business/project plans for internal review and approval. Submit approved plans to government funders in a timely manner.
  • Submit annual, quarterly, and monthly financial reports to government funders as per the “Contracting and Reporting Requirements” document.
  • Prepare/participate in ODG/government financial and quality assurance reviews and submit reports on results and action plans to address any deficiencies.
  • Act as official spokesperson and decision-maker on local/regional government, or health authority, governance committee/meetings.


Core Function: High Performing Program Management and Program Staff

  • Provide support, guidance, and mentoring to local management teams.
  • Develop and implement strategies to improve GPTW results.
  • Act as a connector between program operations and senior leadership, linking programs with organizational culture and goals. Expectations are to attend meetings with program staff once a month.
  • Ongoing 1) formal meetings and informal connection, 2) monthly performance reviews; and 3) quarterly evaluation with APDS/managers/coordinators.
  • Report on results of an improvement in QA deficiencies as identified by the BIQA manager.
  • Allocate and reallocate staff resources to maximize program effectiveness and efficiencies.
  • Implementation of new or changed policy, frameworks, processes, etc.
  • Hire, schedule, evaluate, develop, discipline, terminate and supervise staff who supervise other staff.
  • May directly supervise program staff.


Core Function: Community Development & Stakeholder Relations

  • Act as organizational spokesperson on ODG, local and regional planning/coordinating committees.
  • Increase ODG presence and reputation by participating on local planning and regional coordinating committees.


Core Function: Governance

  • Chair, conduct and review performance with partners and subcontractors at quarterly governance meetings.
  • Address issues/concerns to facilitate strong and supportive relationships with service delivery partners and subcontractors. 


Core Function: Competitive Advantage

  • Stay abreast and report on market and competitor developments and on growth opportunities and report these to the COO.
  • Identify product, service, supply chain, and distribution areas for innovation.


Qualifications and Experience:

  • Bachelor’s Degree in Business Administration, Social Science, Social Work, or Health Administration
  • Unrestricted driver’s license and use of a motor vehicle.

Experience & Knowledge


  • 7-10 years experience in progressively higher level managerial and supervisory roles.
  • Demonstrated experience in developing high-performance leadership and program delivery teams.
  • Demonstrated experience in the development and delivery of employment programs and services.
  • Demonstrated ability to write clear and concise reports.
  • Demonstrated analytical, planning, and organizational skills and experience.
  • Demonstrated experience using computer applications including CRM and Office 365 applications.
  • Strong interpersonal skills including tact, diplomacy, and flexibility to work effectively with leadership, staff, government officials, and the general public.
