An exciting opportunity to join the Department of Parliamentary Services in a Senior Executive Leadership role. Located in the Melbourne CBD, the role reports to the Secretary and is integral to driving long term strategic resource management for Victoria's Parliamentary Services.

About the Department of Parliamentary Services

The Parliament of Victoria comprises of the Crown, represented by the Governor of Victoria, the Legislative Council and the Legislative Assembly. Members of Parliament and their staff operate from 128 locations across Victoria. The Parliament is serviced by three departments, coordinated through the Parliamentary Executive Group (PEG) consisting of the Clerk of the Legislative Council, Clerk of the Legislative Assembly and the Secretary, Department of Parliamentary Services.

The Parliament of Victoria is accountable and responsible for the delivery of apolitical, professional and innovative services to support the work of the Victorian Parliament broadly categorised across four key areas:

  • to promote the highest standards of governance in the administration of the Parliament of Victoria
  • to establish values and principles to guide conduct and performance within Parliamentary administration
  • to ensure that employment decisions in Parliamentary administration are based on merit
  • to promote the highest standards of integrity and conduct for Parliamentary officers

About the Position

The Executive Director Resource Management has portfolio responsibilities for Human Resources, Organisation Development, OHS, Wellness Programs, Learning and Development, Industrial Relations and Payroll services that include services provided to external organisations such as the Ombudsman Victoria, IBAC and the Parliamentary Budget Office. The role will also have Finance, Budget and Risk management responsibility for the whole of Parliament and will be required to coordinate internal audit programs as well as support various strategic initiatives across Parliament.

Essential Requirements

  • Leadership – a track record of successfully leading and managing a high performing team with a strong level of emotional intelligence and ability to influence, negotiate, communicate and collaborate effectively
  • Experience – Broad human resources or industrial relations backgrounds is preferred and an ability to manage a broad range of operational activities across human resources, industrial relations, finance, risk, audit and contract management
  • Governance and Compliance – an understanding of high standards of governance, accountability and performance.
  • Service standards – demonstrated experience in creating a climate of service excellence
  • Environmental Scanning – proven ability to build an awareness of and understanding of economic and political trends. Must be comfortable working in a political environment.
  • Strategic – ability to plan and drive long term vision whilst adapting to evolving business needs
  • Financial and commercial – demonstrated successes in managing ongoing income streams and the ability to deliver budgets effectively with good contract management
  • Stakeholder management – ability to establish rapport and build effective relationships with a broad range of internal and external stakeholders including service delivery providers
  • Personal qualities – ability to instill trust, manage ambiguity and an ability to adapt approach and demeanor in real time to meet the shifting demands of different situations
  • Tertiary qualifications in a relevant field
