Report to : Head of Market Access & Public Affairs

Objective

•    In close collaboration with the Head of Market Access & Public Affairs, Medical Affairs, and Patient Value Access (PVA) is the key driver of engagement across different stakeholders, including Government and Patient Groups,  while ensuring that all processes are rule-compliant and meet the best practice in stakeholder management principles.
•    To work closely with medical and develop and deliver audience-specific value messages, shape public policies, support health system local gap assessments, drive the engagement of patient groups and government agencies with the objective of strengthening the Health Care System, sustainably broadening access to Takeda’s innovative life-changing treatments and ensuring patients are able to complete their full prescribed course of treatment / maintaining and improving standards of care.

Activities and Responsibilities

•    Shaping Public Policy & Patient Advocacy, Health Systems Strengthening
1.    Stakeholders Mapping and Insights
2.    Assess local healthcare systems by engaging external stakeholder groups (GO/NGOs, Regulators, Patient Associations, KOLs/Expert, etc) to address gaps as part of the healthcare-systems-strengthening plan.
3.    Monitor public policy and regulatory developments, emerging trends, and other political or public issues in the market.  Identify and evaluate risks/opportunities and impact on existing Takeda treatments
4.    Develop Public Policies Advocacies Strategies
5.    Develop Patient Advocacy Strategies to lead engagement with patient organizations aligned with Takeda’s therapeutic focus; identify, create, and sustain innovative/strategic partnerships to strengthen health care systems, and support therapeutic and brand goals
6.    Implement engagement initiatives with stakeholders to shape access of innovative products into HC systems
7.    Implement Disease awareness campaign for ATM brands to patients/ partnering with patient association and or Medical Association
8.    Strong cross-functional interaction and communication with all relevant stakeholders, especially PVA, Medical Affairs, as well as Communication Function as needed to create and execute the advocacy strategy and tactics that are reflective and validated to support the needs of patient communities
9.    Provide communications and regular updates across various functions on patient advocacy and engagement activities occurring both internally and externally
10.    Facilitate and guide appropriate interactions between Takeda staff and relevant patient communities in all forms
11.    Lead, advocate and intervene with compliance expertise in the field of industry and patient organization relations
12.    Lead in insuring a smooth process in place for patient organization donations & sponsorships requests and approvals in cooperation with relevant internal

•    Value Evidence Generation
1.    HSL is accountable for performing robust assessments of existing and evolving health policy and health technology assessment (HTA) requirements to develop funding strategy for AtM prod
2.    Participate in data generation, especially the production of policy papers/stance. mmm

•    Leadership
1.    Show strong competencies of drive for result, strategic thinking
2.    Lead cross functional communication to ensure smooth collaboration 

•    Time allocation
     50%-60% External engagement with key stakeholders
     40%-50% Internal cross functional engagement, strategic planning and counsel to the Country Manager  on appropriate engagement of government and patient communities 

Job Specification


•    Education
1.    Bachelors degree or higher, preferable in Health related field
2.    8-10 years experience in Pharma/Biotech company
3.    5+ years experience in Public Policy/ Public Affairs and/or Patient Advocacy related role
4.    Country level policy shaping and advocacy work and experience is preferable
5.    Experience in international public policy
6.    Proven track record of conducting policy and advocacy initiatives, programs or events with regards with GOs/NGOs
7.    Experience in project management with cross functional team is a bonus

5.    Strong ability and experience working in a complex matrix organization
6.    Excellent communication skills required, written and verbal (presentations)
7.    Excellent conduct of English language skills
