Job Description

HR Manager for a unique, advanced micro-electronic test facility with a 3-shift, ~80-person operation, supporting Mission-Critical customer applications in the Space and Mil-Aero sectors.
Exciting opportunity to serve as the HR function in the Milpitas CA site and operate as the organizational partner of the GM, while operating in coordination with the Corporate Director of HR, based in Orlando FL.
This is an “all-in-one” site role responsible for recruiting, employee relations, training & development, payroll, Human Resources Information Systems (HRIS), policies and procedures and benefits. The role reports to the Corporate Director of HR, but is the business partner of the local GM, charged with developing strong relationships with the managers and employees through delivering customer focused HR solutions which align employee interests and company goals.
Broader Leadership Duties & Responsibilities:
· Build meaningful and productive relationships with internal business partners.
· Increase employee engagement through partnering with the newly-appointed Business Unit GM to further accelerate the development of a site culture focused on both teamwork and innovation.
· Roll-up your sleeves to proactively participate in team efforts to achieve departmental and company goals
· Leverage broader business acumen to support commercial and operating objectives: adoption of lean principles; reduction in overtime, etc.
· Communicate effectively with all levels of employees.
Core Functional Duties & Responsibilities:
· Lead local recruitment efforts for a wide range of positions from technical to non-technical business roles, including advanced test engineers to test floor operators and specialty administrative personnel.
· Provide employee relations support to business managers and functions (i.e. operations, facilities, security, etc.) for all facets of HR, including, but not limited to: enhancing managerial effectiveness; skill-based compensation; issue and conflict resolution; employee relations and performance management; company policies and interpretation.
· Manage the employee life-cycle process to include new employee orientation and current employee training and development.
· Administer various human resources plans and procedures for all team members; assists in development and implementation of HR policies and procedures; prepare and maintain site employee handbook and policies and procedures manual.
· Process payroll and time & attendance to include reviewing and importing timesheets, checking for necessary approvals, reviewing payroll documents and reports for accuracy, updating employee deductions, preparing payroll related reports and journal entries.
· Assist with the development/implementation of the performance evaluation and rewards and recognition programs.
· Administer health and welfare benefits to include enrollment/termination, claims resolution, change reporting, approving invoices for payment, and communicating benefit information to employees.
· Process required documentation to ensure accurate recordkeeping and proper deductions.
· Ensure health and benefit plans are administered in accordance with federal and state regulations and plan provisions are followed.
· Maintain affirmative action program; files EEO-1 report annually; maintains other records, reports, and logs to conform to EEO regulations.
· Maintain workers compensation and OSHA programs and reporting.
· Maintain company organization charts and the employee directory.
· Develop and maintains necessary HR reports to support internal departments and customers.
· Recommend new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
· Maintain Human Resource Information System (HRIS) records and compiles reports from database.
· Maintain knowledge of latest regulatory updates such as ERISA, COBRA, ADA, AA, FMLA, HIPAA, PPACA, etc. in order to ensure both corporate and client HR administration is to the highest standards and compliant.
· Comply with all safety policies, practices and procedures, plus with all quality and ITAR policies, practices and procedures.
· Maintain employee records.
· Respond to employment verification inquiries.
· Protect confidential information by not communicating, disclosing to, or using for benefit of 3rd parties.
· Maintain the highest degree of honesty and integrity at all times.
· Perform other duties as assigned.
Requirements
Job Qualifications:
· Bachelors Degree in Human Resources, Business Administration, or equivalent education from a four-year college or university.
· Professional certification or demonstrated progress toward one or more desired; Professional Human Resources (PHR); Certified Employee Benefits Specialist (CEBS), Certified Payroll Professional (CPP).
· Experience using and implementing HRIS systems, benefit enrollment systems, and carrier connections.
· Experience with ADP WorkforceNow, HR-Anytime, TotalSource and Health & Welfare Service Engine (HWSE) preferred.
· Must be a US citizen or legal permanent resident.
Work Experience:
· 5-10 years of progressive experience in Human Resources in a mature, yet technology-driven manufacturing environment in the Valley, with a focus on recruiting and retention; micro-electronics industry experience is a plus.
· Mature demeanor; consistent, firm but fair in style
· Experience working with a broad range of colleagues: technical to operational in a non-union environment
