PAE is the contract service provider to the U.S. Department of Justice Criminal Division’s International Criminal Investigative Training and Assistance Program (ICITAP) and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs. PAE is supports ICITAP and OPDAT by providing the necessary resources for specialized training, advisory and mentoring services to host nations. ICITAP and OPDAT are the cornerstones of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.

POSITION SUMMARY:

PAE is currently seeking a qualified candidate to serve as the Bangladesh Training Development Advisor, who will work with all levels of the Bangladesh National Police to strengthen the Instructor Development (ID) program and support and sustain Bangladesh’s in-service training activities. The advisor is expected to conduct at least two, six-week TDYs to Bangladesh over the course of a year, as well as work from home to finish curriculum and program development.

The advisor will work closely with the ICITAP Law Enforcement Assistance Attaché (LEAA) and the Department of State program office. Candidates are expected to foster effective and productive working relationships with USG officials and with host government stakeholders.

JOB DUTIES AND RESPONSIBILITIES: (8-15 bullet points)

  • Further an emerging program to advise, mentor, and assist police officials in developing policies, procedures, and training capabilities
  • Lead working groups to gather and develop course materials for both in person and electronic, phone, and web-based delivery.
  • Developing reports and specialized papers on program progress
  • Conducting briefings on the program’s development, progress and areas of improvement
  • Actively participate in advising officials through planning, phase assessment, and evaluation processes. 

REQUIRED SKILLS AND QUALIFICATIONS: (8-15 bullet points)

  • A minimum of 15 years of law enforcement experience and a minimum of 10 years working at an academy or in an instructor role
  • Certification in instructor development
  • Experience delivering hybrid courses in person and using online platforms
  • Knowledge of distance learning platforms such as Moodle, Canvas, Articulate 360, and/or WebEx is strongly desired
  • Experience in program management, monitoring, and evaluation
  • Clear oral and written communication
  • Bachelor’s degree in relevant field

DESIRED QUALIFICATIONS:

  • Knowledge of Instructor Certification programs
  • Experience mentoring international police organizations in organizational development, in-service training, defensive tactics, evidence collection, case management, and/or basic investigation and interrogation techniques
  • Master’s degree in relevant field
