Land/Planning Expert

The Planning/Land Expert will coordinate the activities of the development team for all issues related to planning submission strategy. This  role shall drive the business towards best practice in all aspects of the development cycle including the planning process, site/land identification and land lease signing needed to achieve of Cubico’s development goals in France. The Planning/Land Expert will monitor and steer in close cooperation with each Development Manager the development of Cubico’s portfolio.  

The role will involve regular travel to visit and meet with project stakeholders and assess site suitability with Development Managers. In particular, this role will act as planning expert for development projects, prepare project execution plans for the development phase, set guidelines for and coordinate land acquisition. The Planning/Land Expert will also act as the subject matter expert for defining requirements and agreeing terms for land acquisition and project planning. 

Key Responsibilites

Key Responsibilities include:
  • Develop, implement and maintain management processes, guidance and standards related to the planning process and support in the understanding of and adherence to, such processes. 
  • Support Cubico’s development team by contributing to rigorous project management. Identify project options, critical path analysis and project milestones. Assess the proposed turbine lay outs in terms of site suitability and optimise for site specific constraints. Managing consultants as appropriate.
  • Land acquisition. Act as support for land acquisition, land lease contracts, commercial conditions and negotiation. Defining minimum requirements and specifications in land lease contracts, reviewing agreements and annexes and participating in negotiations.
  • Project delivery. Provide technical planning support to project team interacting with turbine suppliers and service contractors as appropriate.
  • Acquisition due diligence. Assist Cubico’s due diligence for acquisition targets by contributing to the assessment of risks and opportunities of all potential acquisitions in relation to project planning, site specific conditions and expected life.
  • Attend site visits in assistance of the development managers as required. 
  • Maintain current knowledge of turbine and PV market, interacting with the specialists to understand technology developments.

Skills, Knowledge & Expertise

The successful candidate will have:
  • Degree qualification. 
  • Demonstrable experience and expertise in wind development and will have worked for a developer. Solar PV expertise would be appreciated too. 
  • Significant knowledge of the full planning/permitting process for French renewable energy projects is required.
  • Detailed knowledge of land related deliverables and constraints for wind turbine projects. 
  • Good understanding of land lease contracts, suitability and risk mitigation.
  • Experience in negotiating land lease contracts.
  • Excellent project management skills.
  • Experience with GIS, WindPro, MS Project, other third party software tools to assist with project planning and project optimisation analysis.
  • An ability to understand the technical implications of commercial objectives, identifying the right course of planning for long term asset value.
  • Problem-solver with the creativity to identify solutions and the drive to implement them.
  • Excellent communication skills, including building relationships with colleagues and suppliers in numerous countries and cultures.
  • Ability to work under pressure and to deliver quality work to tight deadlines.
  • Flexibility: openness to different and new ways of doing things; willingness to modify one’s preferred way of doing things.
