Job Description Summary

The role is responsible to develop and assist in the leading of the System Governance / Analytics / PMO function with focus on creating operational excellence according to Company policies and standards. Establish and implement process and technologies for SCM Analytics and SCM Transformation project. The role will also provide leadership to identify opportunities to strengthen and centralize the sourcing functions to derive greater efficiencies and transparent governance within Supply Chain and the business.
You will need to collaborate with internal and external partners to build and execute procurement strategies aligned to corporate objectives. You will establish, monitor and oversee performance metrics to identify and implement continual improvement opportunities. Your responsibilities include ensuring that department compliance to company policies, procedures and regulations.

Job Description


  • Devise and drive strategy for system governance and supplier chain risk management to manage end-to-end supply chain operations including spend management, category management vendor management, and strategic and operational procurement.
  • Have deep knowledge of the end-to-end Supply Chain business processes and provide solutions. Drive, design and implementation of supply chain operational excellence and business process management
  • Analyze current approaches to identify opportunities to improve speed and effectiveness of project. execution, materials, sourcing, workflows, and costs.
  • Deliver presentations and effectively articulate pros and cons, facts and figures, and broad business topics to various stakeholders including senior management team.
  • Assist with development of the plan, budget and trends of the supply chain in line with the strategy and controlling of budget on costs as a strategic partner
  • Monitoring of other SCM KPIs, generate monthly reports of activity in a timely manner, respecting the deadlines, ensure data quality, and communicate effectively.
  • Develop effective relationships with Executive management, Functional and Country Leadership, Site Management and report regularly to these key stakeholders on progress.
  • Manage and develop talent within the organisation to ensure we have the appropriate resources supporting organisational needs and continued culture of improvement and success

Strategic Impact

  • Develop a proactive, holistic, and continuous evaluation and re-evaluation of the Supply Chain System Governance to ensure compliance in accordance to Global risk and Compliance policies as well as any relevant local and regional compliance regulations.
  • Implement and manage Spend Analytics Technology and establish accurate and timely Spend reports for both management, operational and commercial procurement teams.
  • Analyse spend category, conduct market research and benchmark category trends, create and manage multi-year strategic sourcing strategies, and implement programs that provide a competitive advantage; identify synergies and develop strategies to capture cross-project opportunities
  • Responsible for developing sourcing strategies for operational procurement categories
  • Ensure accurate management report as required, including components such as benefits realized, vendor contract compliance, category spend data, volume analysis, etc.

Create a Valuable Business Partnership

  • Provide regular high-quality category communications to relevant stakeholders to ensure the businesses have a thorough understanding of the value of procurement initiatives, industry best practices, trends and category knowledge, etc.
  • Responsible for establishing and managing service level agreements and performance metrics to ensure acceptable service levels are delivered across the BUs.

Operational Excellence (Team, Tools, Process etc)

  • Assist in the leading the Sys Gove / Data Analytics / PMO team , to identify best approaches to drive efficiencies, lower administrative costs, add accountability and controls, raising the bar and setting high yet attainable standards; provide direction and support and creating a positive climate where people want to do their best.
  • Actively and continuously foster a culture that places top priority on product / service quality, product / service safety, and supplier performance.
  • Accountable for communication, interviewing and hiring, training employees; planning, assigning and directing work, leveraging team and individual strengths, managing performance; rewarding and disciplining employees; addressing complaints and solving problems to ensure high performance results
  • Drive implementation and continuous improvement of internal programs, policies, and procedures, design, develop and implement supply chain technology systems.
  • Challenge existing processes and constantly drive an innovative culture of continuous improvement within the supply chain management team
  • Support the development of AOP and forecasts with the business; proactively develop strategies to achieve Plan and forecasts

  • Stay abreast of industry trends, developments and digitalization of Supply Chain
  • Ensure compliance with customer requirements, regulatory agency, government regulations, contract specifications, and company policies/procedures.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws
  • Positively and successfully represent SCM department to business leaders, fully understand business objectives and ultimately ensure department's strategies and activities align to meet business needs
  • Develop influential and positive stakeholder relationships and effortlessly communicate procurement messages in a commercial tone at all management levels
  • Lead and/or facilitate cross-functional teams to continually assess business requirements and align supply base and resources to drive savings and sustainable value for the company year on year
  • Role model within both the organization and the wider market, creating a culture of honesty, integrity, respect and trust.
  • Manage supplier relationships and performance to ensure timely supply of high-quality products and services while maintaining focus on superior customer service


  • Bachelor’s degree in Supply Chain Management or Bachelor’s degree in Procurement, Engineering, or other related business domains, or certified professional in Supply Chain Management
  • Minimum 8-12 years of Procurement and Supply Chain Leadership experience in similar capacity
  • Ideally with industry exposure to Real Estate, FM, Engineering, Design or Construction
  • Expert knowledge of Supply Chain Transformation, Six Sigma, business process improvement and streamlining of procure-to-pay. Knowledgeable in enterprise wide system or supply chain technology systems implementation and supply chain compliance and risk management.
  • Strong communication skills with ability to comprehend, analyse, interpret complex business documents
  • Ability to solve advanced problems and deal with a variety of options in complex situations. Requires expert level analytical and quantitative skills with proven experience in developing strategic solutions for a growing matrix-based multi-industry sales environment. Draws upon the analysis of others and makes recommendations that have a direct impact on the company.
  • Strong skills in leadership, change management, communication, project management and relationship building
  • Experience in Global and Local HSEE audits including internal and external HSEE regulatory audits.
  • Effective time management with the ability to prioritize to ensure deadlines are met
  • Highly adaptable and resilient, thriving on changes and challenges
  • Display strong analytical skills with Advanced proficiency in Excel
  • Hands-on and a can-do attitude
  • Strong interpersonal, oral, and written communication skills. Must have the ability to contribute in meetings and be well versed on activities and issues within business processes
