Job Description

Ripple Effect is seeking applications for a Program Manager to work with the Naval Advanced Medical Development (NAMD) programs. The Program Manager will be responsible for developing, planning, executing, and managing the Navy Medical Research Center (NMRC) NAMD programs. Duties may include interacting with senior organizational leaders regarding program deliverables, ensuring adherence, and compliance with Naval policies and regulation, providing oversight or supervision of more junior staff, leveraging extensive experience in program management to support complex research programs.

Specific duties may include:
  • Provide research expertise and program support to the Naval Advanced Medical Development Program Manager (PM) regarding procurements, schedules, technical risk, user impact, and technology transfer efforts
  • Maintain understanding and working relationship with Program Managers, stakeholders, performers, universities, and the technical community to review and to track milestones, funding profiles, and deliverables for ongoing efforts
  • Develop and provide program bi-monthly progress reports
  • Develop quarterly briefing materials
  • Develop project plans for yearly assessment of acquisition programs on average of up to fifteen performers’ covering an estimated five to seven medical acquisition programs
  • Prepare program documentation to include appropriate documentation in support of relevant Department of Defense and Secretary of the Navy Assurances regarding human research protections and animal use
  • Assure compliance with IRB, HIPAA, IACUC, and other governmental regulations and policies
  • Collaborate with external stakeholders, including public affairs offices, consumer organizations, and professional societies
  • Other duties, as assigned

Requirements

Basic Requirements

  • Master’s degree within the Biomedical sciences (or related field) and 15 years’ experience / Doctoral Degree and 12 years’ experience in research or program management
  • Experience in DoD and/or Navy medical research, development, test, and evaluation programs
  • Demonstrated strength in oral and written communication skills and the ability to interact on a professional and technical level with DoD, academic, industry, and congressional stakeholders
  • Knowledge of DoD acquisition process (e.g., DoDI 5000.02 and SECNAVIST 5000.2E)
  • Strong computer skills and intermediate Microsoft Office abilities, including ability to work in Microsoft SharePoint
  • Highly organized, efficient, and extremely detail-oriented
  • Ability to prioritize among multiple tasks and organize information in a fast-paced, deadline-driven environment, relying on your own resources and initiative

Preferred Skills

  • Professional certifications (PMP) and/or DAWIA
  • Experience managing medical research and clinical trial
