The Natural Resources Defense Council (NRDC) is an international nonprofit environmental organization with more than 3 million members and online supporters. Since 1970, our lawyers, scientists, and other environmental specialists have worked to protect the world's natural resources, public health, and the environment. For two decades, NRDC has been a thought leader and trusted adviser to our partners in China. With a highly effective team of more than 30 people based in our Beijing office, NRDC China Program have worked hard at both the national and local levels to recommend, develop, and help implement innovative laws, policies, technologies, and market tools that conserve natural resources, curb pollution and accelerate China's transition to a clean, low-carbon economy. NRDC's Beijing Representative Office is registered under the Beijing Municipal Public Security Bureau and supervised by the National Forestry and Grassland Administration of China.

Position Summary:

NRDC is seeking a Senior Advisor to work with the Climate and Energy team in our Beijing office.

The Senior Advisor for Climate and Energy will guide our strategic engagement and cooperation with Chinese partners under NRDC’s China Coal Cap Project to promote and implement national, provincial and industry/enterprise plans, policies, and piloting and scaling-up of clean technologies to reduce China’s coal consumption and replace it with clean energy to support China’s goals for ecological civilization, carbon peaking and carbon neutrality, and high-quality development.

The Senior Advisor will help develop and articulate our vision for how China can move beyond coal nationally, in key sectors and provinces, and guide a platform for cooperation on this vision with Chinese and international partners; represent NRDC publicly in our work to accelerate China’s coal to clean energy transition, including with partners, stakeholders, media and funders; and help develop the deep research foundation and partner engagement needed to accelerate China’s transition to clean energy and carbon neutrality in key sectors and provinces.

The Senior Advisor position will involve regular travel (assuming doing so safely is possible) to partner provinces. This position will be based in NRDC’s Beijing office and will be an integral part of the NRDC China Coal Cap Project and China Program. The position will report to the Senior Director for China.


The Senior Advisor will be responsible for:

  • Developing and guiding the execution of our strategy for accelerating China’s coal to clean transition
  • Articulating a clear vision and developing and executing a concrete strategy for growing the China Coal Cap Project to work effectively with Chinese partners at the national, sectoral and provincial levels to cap and rapidly reduce coal consumption in the next 5-10 years, consistent with environmental protection, climate change mitigation/carbon peaking and neutrality, and high-quality economic development goals.
  • Overseeing research by partners and the China Coal Cap Project team that provides quantitative, clear analysis and recommendations for policies, technologies and plans to promote China’s coal to clean transition, with actionable recommendations, based on the best available data and insights into how energy systems, industries and enterprises can transition to a coal-free future. Research should be high-quality, focused and policy-relevant, based on robust energy, environment, economics, and technology analysis, taking a systems-based approach and with a view to future technology innovation, as well as to address the real-world social and economic challenges to a just transition.
  • Guiding the growing China Coal Cap Project team to effectively and efficiently develop and implement the project’s work plan, including guidance on the substance and focus of work, and promoting cohesion and teamwork to reach target outputs and goals.
  • Identifying and capitalizing on synergies in the work of team members across issues, sectors and geographies, as well as in the work of other NRDC staff working on environmental law, nature-based solutions and ecological protection, and green finance, in order to make the total impact of our work greater than its individual parts.

Partner and Stakeholder engagement

  • Communicating the project’s vision and recommendations to policymakers, partners, the public and other stakeholders through research reports and workshops, and developing partnerships for jointly turning research recommendations into innovative and ambitious real-world policies and investment decisions for reducing coal.
  • Communicating and engaging with strategic funders and partners of our work (including other NGOs working on coal to clean energy transition) to identify opportunities for expanding our collective impact, including articulating a strategic vision, theory of change and implementation plan, and adapting our strategy and work to changing circumstances.

  • A recognized leader in energy, environment and climate change, with deep experience and connections to partner organizations and experts, and experience guiding joint research platforms aimed at transformation of environmental and energy policy.
  • Deep knowledge of coal use and reduction technologies, policies and pathways in China, as well as challenges and solutions for implementing these, including for the power sector, heavy industry, and scattered coal, and in key provinces.
  • Closely following the latest trends in coal reduction/phaseout policy in China and internationally, including developments in clean energy technologies and industries, and innovative policies and markets mechanisms for promoting and incentivizing coal-to-clean transition, including power market policies and mechanisms, financing and carbon markets.
  • Minimum of 15 years of relevant, full-time work experience related to energy and environment.
  • Master’s or Ph.D degree in energy, environment, economics, international development, or a related field, or work experience equivalent.
  • Excellent communication, research and writing skills. Ability to communicate clearly and consistently with a variety of technical and non-technical audiences including staff, stakeholders, and donors.
  • Ability to focus on the essential opportunities and to politely decline opportunities that are not a good fit.
  • Ability to work cooperatively with NRDC colleagues and partners, including policymakers, researchers, universities, companies and NGOs, to build win-win relationships.
  • Care for details, accuracy and high-quality output.
