Job summary:The purpose of this request is to provide a contract for eight months to complete a minimum of 10 trainings in English and Spanish for the USDA FS International Institute for Tropical Forestry in Puerto Rico and the U.S. Virgin Islands. A 12-month option period will be added to the contract to be exercised if there is a remaining need for this service.

The US Forest Service is currently under COVID-19 travel restrictions, with only emergency travel allowed. No travel is expected.

Requirements and qualifications:

Training Specialist must be fluent in Spanish and English language skills, written and spoken and possess knowledge in tropical forestry and forestry stakeholders in the US Caribbean. The trainer must also be proficient in the use of Adobe Connect and government Microsoft Teams, Microsoft Streams, and government VIMEO. The trainer must be proficient in video editing and Section 508 regulations and compliance.

No special clearances are needed. The trainer must complete Computer and Internet Security training provided by the agency. The trainer is to obtain and maintain valid Lincpass and eAuthentication credentials.

Duties:

• The trainer will need access to IITF Library located in San Juan, Puerto Rico, where a workspace will be available for use after COVID restrictions are lifted. While COVID restrictions are in effect, the instructor will be teleworking.

• Assess training needs among State and Private Forestry staff, State Forestry Agencies, partners, and collaborators. This will include projects and special initiatives related to hurricane recovery and to the following programs: Forest Health and Protection, Urban and Community Forestry, Forest Stewardship, Forest Legacy, Community Forest, State Fire Assistance, Volunteer Fire Assistance, and Conservation Education.

• Assess training methods appropriate to fit audience’s needs.

• List and prioritize training needs, identify technical gaps, and determine training and workshops topics. • Design and develop training schedules, identify, and select audiences for each training topic, outreach   and promote trainings among targeted audience.

• Identify training providers and coordinate procurement of services with SPF Program Support Assistance and Procurement and Property Services (PPS).

• Coordinate training sessions including location, registration, audiovisual equipment, translation services, materials and supplies, training evaluation forms, etc.

• Post training assessment to determine training effectiveness and determine impact to targeted audiences, evaluate and tally training evaluation forms. Submit results to SPF Program Manager.

• Administrative duties including but not limited to meetings, emails, calls, faxing, and photocopying.

• Assist with organization, promotion, and implementation of IITF-SPF technical events/activities.

• Develop, manage, and provide content information for social media platforms (IITF Webpage, Facebook, Instagram, Twitter, etc.) to SPF Media Specialist.

• Support SPF Media Specialist to disseminate project information to cooperators and partners.

• Coordinate with SPF Media Specialist digital video, photographic and voice documentation of training activities, interviews and projects as required by the task objectives.

• Articles and products related to Hurricane Recovery Efforts are a priority as this position is funded by Hurricane Supplemental Funds. Strict reporting protocol must be in place for the accountability and justification of use of supplemental funds.

• The trainer will be issued a Forest Service computer for official business work. The trainer is responsible for the equipment and for taking Computer and Internet Security Training offered through AgLearn system.

• The trainer reports to IITF State and Private Forestry (S&PF) program manager, Magaly Figueroa. All final decisions regarding trainings, trainers and trainees will be made by S&PF program manager.

• Use of facilities is restricted under current COVID-19 Workplace Safety Plan until further notice. Facilities have limited access during federal holidays.
