It is essential to have China’s financing system to support the reformation and transition aligned with China’s 2030 carbon peaking and 2060 carbon neutrality goal, and the targets in Paris Agreement to keep the global warming below 1.5oC. Organizations including WRI have carried out extensive strategic thinking, research and convening on energy planning, national climate ambition and environmental impacts analysis. Under the circumstance of newly commitments from Chinese government of emission peaking by 2030 and carbon neutrality by 2060, the tougher decarbonization tasks across sectors demand climate action in the financial sector to mainstream the investment flow towards to sustainable development sectors, e.g., shifting capital flows away from coal power sector to renewable energies.
This position will lead to establish the sustainable finance team in China office to formalize and conduct WRI’s strategy and multi-year roadmap to address finance sector’s barriers and bottlenecks for its systematic change both for domestic and overseas investments, the latter of which in coal power generation, for example, have raised global concerns of fossil fuel dominated by Chinese investments to BRI countries, s/he will lead the team to review literature, conduct landscape analysis, hold in-person interviews, and convene dialogues with stakeholders.
This position will report to Director of BRI Program, WRI China Office, and be responsible for coordinating and regular communicating with WRI global Sustainable Finance Center. Fundraising and liaising with other WRI programs both in China office and WRI IOs, are also required tasks.
Project management and fundraising (45%)
Coordinate, and lead project to ensure that goals, objectives and all elements are accomplished within the prescribed time frame and funding parameters In line with the above strategy.
Promote close and effective collaboration across WRI programs and leverage institutional expertise to lead the team’s work
Conduct internal project reporting at institutional wide, as well as external project reporting to donors
Define, maintain and update WRI China’s overview strategy and project’s strategy from sustainable finance perspective, as well as prioritized work and activities.
Create and develop annual work plan on sustainable finance
Prepare staffing plan and conduct staff as well as consultants management
Identify fundraising opportunities and prepare funding proposals/concept notes for corporate donors, private foundations, government agencies, bilateral donors, and other funders.
Develop and maintain relationships with existing and prospective donors
Research and analysis (40%)
Lead to conduct a landscape analysis to review existing finance sector in China, from institutional and systematic perspectives, starting from coal-related financing in China, in terms of identifying context, challenges, peer organizations and potential opportunities ahead.
Provide technical support on coal financing and the work on sustainable financing in China, regarding policy, political-economy, and business model analysis. Produce knowledge products including blogs, reports and working papers.
Track related and updated policies, technologies, investments, and cost trends of existing sectors and sustainable development financing, particularly on coal financing and coal power projects, also lead to brief issues mentioned above, blogs, publications, and other kinds of materials as requested are included
Conduct quantitative and qualitative researches on issues including the new methodologies of related sectors, e.g., coal power development planning and forecasting, considerations of forecast assumptions and conclusions, and undertaking timely study and analysis on future coal power development plans, etc.
Lead tracking and reviewing any new financing products, procedures, and criteria for related sectors, like coal power projects, adopted by financial institutions, and undertake timely analysis and study on environment and climate’s impacts of coal financing
Update and introduce progress on sustainable financing practices, including international mechanisms and programs
Review reports/publications, blogs, press releases, and other research and communications materials to ensure high quality, high impact publications in line with WRI’s requirements
Communications and outreach (15%)
Lead to design and implement consultation workshops, roundtables and other convening events with key stakeholders
Foster strong collaborative relationships with external partners, including research institutes, non-profit organizations, businesses, and government agencies
Well-established China green/sustainable finance expert with known track record. In-depth understanding of China’s green/sustainable finance agenda both domestically and globally
Track record on raising large-scale, multi-year funds with broad connections with funders, both domestically and internationally
Superior management skills, demonstrated ability to successfully motivate and manage teams
Strong research skill with relevant experience on publishing high impact reports, familiar with peer review processes, and experience on multi-partner joint publications
Familiar with the operation models of NGOs/research institutions
Advanced degree in economics, finance, environment, or other related fields (a master degree is required and PhD is highly desirable), with at least 10 years of progressive professional work experience related to green/sustainable finance works in China
Willingness and ability to travel within China and internationally
Excellent communication skills and command of written and spoken Chinese (Mandarin) and English. Strong public speaker in both languages
