Summary of Job Responsibilities
The Technical Specialist will be responsible for providing overall technical assistance and capacity building support for the implementation of the LINKAGES project in the respective districts. S/he will build the capacities and provide technical assistance to targeted intervention (TI) NGOs and CBOs; technical assistance to non-TI activities; and work with the public-sector HIV facilities in the district (ICTC, ART centers) to achieve the global 90-90-90 targets throughout the entire cascade of prevention to treatment adherence for the key population (KPs). The Technical Specialist will closely/ liaise with the SACS, DACS, TSU, DAPCU and community networks and other stakeholders including private sector for planning and facilitating access to services for KPs and ensuring quality of services. The technical specialist will work with the country and state teams in conceptualizing and operationalizing the newer approaches for prevention-to-care continuum for the KPs not reached by the TIs.
Detailed Job Description
Technical Assistance
+ Develop capacity building and mentoring plan on prevention-to-care continuum at the state level for the LINKAGES Lead partners, TI NGOs/CBOs, government partners and other stakeholders in the district
+ Developing capacity building materials in collaboration with the country and state team and other stakeholders on KP program and newer HIV prevention-to-care continuum approaches such as Enhanced Peer Outreach Approach (EOPA).
+ Lead/ Coordinate Technical support to the TI NGOs/CBOs for establishing community-based HIV testing and counseling (HTC), partner testing, peer navigation, behavior change communication (BCC) programs; and addressing gaps, if any, in the services provided to KPs
+ Technical support in establishing newer intervention and learning sites such as community based ART center, engaging with NGO/CBO, government and private sector stakeholders
+ Develop a training and mentoring plan for community service providers such as peer counselors, peer educators for young and new sex workers, peer navigators and volunteers for community-based positive health, dignity and prevention (PHDP) services
+ Facilitate systematic referral linkages between the TI NGO and ICTC, ART centers. Conduct training for health care workers (HCWs) at these government facilities to sensitize them to the needs of KPs
+ Support the design and roll-out of innovative BCC programs for different KP groups; and support the operational research and grand challenges activities, as and when required, working in collaboration with the BCC Specialist.
+ Regular quality monitoring of the HIV services provided by the TI NGOs, CBOs and public sector health facilities
Data Management, Documentation and Reporting
+ In collaboration with the country / state team and contracted consultants, plan and implement situational assessments for the program including re-validation of population size estimates
+ Support the technical specialist M&E in undertaking periodic analysis to monitor progress along the HIV cascade and HIV prevention, in collaboration with the SACS/DACS, TI NGOs and DAPCU. Facilitate data use at the TI NGO and district levels (DAPCU) for program inputs
+ Ensure timely reporting, both qualitative and quantitative, to the Technical Director and State Manager.
+ Conduct program review, and develop project presentations and reports. Support in writing of guidelines, manuscripts and other knowledge management products.
Liaison and Collaboration
+ Represent FHI 360 and the LINKAGES Project with the DAPCU, District TB units and PLHIV networks at the district level
+ Liaise and collaborate with the government partners, NGO/CBO, PEPFAR partners and other stakeholders at the state/district level to ensure HIV continuum of care
+ Hold frequent consultations with DAPCU, NGO, CBO partners and other agencies to discuss and present progress on the HIV cascade and address systemic gaps (if any)
+ Collaborate with the TSUs for improving quality of services provided to KPs
+ Participate in project planning, review meetings and trainings organized at the Country Office level
+ Ability to meet deadlines with strong attention to consistency, detail, and quality.
