With support from the government of South Sudan and international donors such as DFID, The Global Fund, and USAID, PSI has implemented projects in South Sudan for almost 15 years. Since 2001, project focus has been on social marketing and behavior change communication to deliver prevention and treatment products and services across a wide range of health areas including HIV/AIDS, malaria, pneumonia and water-borne diseases. Currently, PSI’s role in South Sudan is to implement a large malaria grant funded by The Global Fund and in close coordination with the Ministry of Health.
PSI is looking for a Warehouse Director based in Wau, South Sudan to manage a Government of South Sudan (GOSS) Ministry of Health (MOH) regional medical supply warehouse with a surface area of 1,000 sq. m. The warehouse is located 3km South East of Wau town, former Western Bahr el Ghazel state, on the eastern bank of the River Jur. Under a grant made available to PSI by The Global Fund, and in close cooperation with the South Sudanese Government Country Coordinating Mechanism (CCM), PSI is responsible for the management and operation of this warehouse. The facility will house health commodities that are meant to be distributed to health facilities in the Greater Bahr el Ghazal region, Western Equatoria and Unity State. The warehouse is equipped with cold chain facilities. PSI is currently procuring the remaining warehouse equipment to fully operationalize the warehouse by March 2019. The Warehouse Director will be responsible for warehouse and inventory management in alignment with GOSS and PSI standards. The successful candidate will need to work closely with the Wau State MOH, the national MOH and CCM and other implementing partners.
We are looking for someone with strong background in in medical supply warehouse and inventory management and a track record of delivering results in fast-paced environments under challenging conditions.

Your contribution
You will be responsible for the management of the warehouse in Wau, South Sudan including personnel, commodity storage and supply chain management, security and representation to key stakeholders of PSI’s activities pertaining to the Wau warehouse.

WAREHOUSING & INVENTORY MANAGEMENT
+ Oversee effective warehousing and inventory management operations of Wau warehouse by following PSI’s Global Warehousing Minimum Requirements;
+ Ensure the warehouse premises is secure and adequately guarded and that safety and security guidelines are upheld;
+ Ensure inventory is accurately and transparently tracked from the point of receiving, storage, dispatch and confirmation of delivery of goods to their intended destination. Ensure the inventory ledger and bin cards are updated in real time every time a stock movement takes place and ensure adherence to warehouse document management and retention policies;
+ Agree operational budget with manager and record and communicate incurred warehouse expenses monthly to Juba HQ;
+ Complete monthly replenishment planning tool with stock on hand and on order and expiry monitoring information and submit to Juba central warehouse;
+ Oversee the packaging function of the warehouse according to PSI guidance;
+ Create and maintain a log of lot numbers and expiration dates to ensure obsolete stock on the field that came from PSI can be identified and collected for disposal or destruction if necessary;
+ Plan warehouse floor layout for efficient stock movement;
+ Ensure the warehouse facility is neat, clean, organized and well maintained; follow commodity-specific storage guidelines to maintain product quality;
+ Ensure temperature and humidity rates are taken and recorded daily (early afternoon);
+ Work with Finance to conduct monthly physical stock counts of all core health commodities stored in Wau warehouse and investigate, reconcile and record any differences.
+ Any other duties as assigned.
RECEIVING
+ Prepare for inbound shipments upon receipt of transfer advice from Juba central warehouse by estimating storage space needs and arranging labor for unloading if required;
+ Ensure all items and quantities received match transfer paperwork sent by Juba central warehouse and report any damages or discrepancies;
+ Record each item on the goods received note and bin card and ensure that the batch number and expiration date are always specified;
+ Record carefully the items and quantities received into inventory ledger;
DISPATCHING
+ Prepare for dispatch of outbound orders upon receipt of authorized stock request/release documentation: determine transport methods and routes, and arrange labor for loading if required;
+ Ensure the application of the FEFO rule (First Expired First Out) at each movement of stock;
+ Prepare materials for dispatch by placing them in the staging area for inspection and loading. Pack, seal and label boxes and prepare paperwork for driver;
+ Contact transport carrier to make arrangements for shipping and delivery of materials;
+ Ensure the update of stock records and bin cards at each shipping and ensure that the batch number and expiration date are always specified;
+ Record carefully the items and quantities dispatched into inventory ledger;
+ Inform the receiving location by e-mail that goods are being sent
PERSONNEL MANAGEMENT AND CAPACITY BUILDING
+ Plan and implement optimal departmental structure and team, providing clear roles and responsibilities for each team member. Promote succession planning through effective capacity building and cross-training initiatives;
+ Recruit, select, train, mentor and appraise employees; manage workload and task assignments of team members to ensure overall warehouse objectives are met;
+ Ensure warehousing policies are up to date and amended as needed and that all relevant personnel are adequately trained;

The basics
+ At least 8 years’ experience in a management role with experience of Supply Chain, Warehousing, Logistics and Inventory Management is a requirement;
+ Bachelor’s degree from a recognized University, preferably degree in Procurement and Supply Chain or Business Administration or equivalent strongly preferred.
+ Proven experience in managing, capacity building and training of staff;
+ You have lived and worked in a high-risk, low-capacity, and low-resource developing country and have the ability to work independently with minimal supervision and to maintain flexibility in working hours;
+ You have significant demonstrated experience in government relations and collaboration and good interpersonal skills; ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;
+ You have significant demonstrated personnel and financial management experience;
+ You have a proven track record in international development or relief, preferably within the health sector;
+ Previous experience supporting international development projects, including those funded by Global Fund and other international donor organizations highly preferred;
+ Demonstrated ability to develop and maintain effective work relationships with counterparts;
+ Experience in data capture and management of inventory in mSupply is desirable; and
+ English Proficiency
