New York State Office of Mental Health (OMH) - ITS/Office of Mental Health
Position Summary:-
- The New York State Office of Mental Health (OMH) is seeking an Expert Systems Developer to support the OMH SharePoint Support and Development Program along with other agency initiatives
- The selected consultant will design, develop, enhance, maintain, and support enterprise applications utilizing Microsoft SharePoint, Microsoft Dynamics, C#, .NET MVC, Oracle PL/SQL, and other Microsoft technologies.
- The consultant will participate throughout the Software Development Life Cycle (SDLC), collaborate with technical and business teams, troubleshoot production issues, mentor development staff, and support ongoing application maintenance and enhancements.
Responsibilities:-
- The selected consultant will perform, but not be limited to, the following activities:
- Execute all phases of the Software Development Life Cycle (SDLC)
- Design, develop, test, implement, and maintain enterprise web applications
- Develop applications using C#, .NET, ASP.NET MVC, JavaScript, Angular, AJAX, HTML, XML, and WCF
- Develop and maintain Microsoft SharePoint and Power Automate solutions
- Create and modify Oracle database objects including tables, indexes, constraints, triggers, views, stored procedures, packages, and PL/SQL code
- Perform data conversion and migration activities as required
- Troubleshoot application logic, calculations, and reporting issues using Crystal Reports
- Diagnose and resolve production issues reported through the IT Service Management (ITSM) system
- Participate in bridge calls for critical production incidents
- Utilize GitLab for source code management, version control, and branching strategies
- Process incidents, service requests, and change requests using the IT Service Management system.
- Coordinate application releases and production deployments with ITS operational teams.
- Collaborate with business users to analyze and implement business requirements.
- Mentor State staff and consultants on application architecture, debugging, deployment, and development best practices.
- Provide regular project status updates and communicate outstanding issues to management.
- Follow agency security, HIPAA, and development standards throughout all activities.
Required Skills:
- 84 months of experience developing web-based applications using C# and/or .NET in multi-tier web environments.
- 84 months of experience developing and maintaining applications using Microsoft SharePoint and Power Automate.
- 84 months of Oracle database development experience including database design, PL/SQL programming, stored procedures, packages, triggers, indexes, and table creation.
- 84 months of experience analyzing business requirements and translating them into application functionality.
- 48 months of experience developing custom business applications using Microsoft Dynamics and/or Salesforce.
- 24 months of experience developing and supporting applications containing HIPAA Protected Health Information (PHI)
