Job Summary:
The Application Developer will play a key role in a multiyear modernization initiative to replace legacy pension administration systems with a modern, cloud-native Azure-hosted platform. This role involves developing, enhancing, and maintaining scalable and secure application components using modern technologies to support a large and diverse membership. The developer will collaborate closely with technical staff and stakeholders to deliver high-quality software that improves operational efficiency and user satisfaction.
Responsibilities:
- Develop, enhance, and maintain application components that meet functional and technical requirements.
- Perform coding, unit testing, documentation, code reviews, and submit pull requests for review.
- Create clear and actionable user stories and maintain a prioritized backlog.
- Develop APIs, system interfaces, and automation workflows.
- Collaborate effectively with technical staff, analysts, testers, and project managers.
- Translate technical specifications into maintainable, production-ready software.
- Manage multiple development tasks and meet established timelines.
- Support the transition from legacy systems to a modern Azure-based platform.
Required Skills & Certifications:
- Proficiency in C#, .NET, Web API, Angular 16+, SQL, Azure DevOps, and GIT.
- Knowledge of modern application development frameworks and secure coding practices.
- Experience with software development lifecycle (SDLC) methodologies, including Agile.
- Understanding of business process analysis, functional design, documentation standards, and user story development.
- Familiarity with legacy systems architecture, dependencies, and integration points.
- Ability to deliver high-quality work with minimal defects.
- Strong communication skills for both technical and non-technical audiences.
- Computer Science or MIS degree with 3-5 years experience or equivalent combination of education and experience.
Preferred Skills & Certifications:
- Knowledge of TRS business rules and pension software systems.
- Experience with Azure SQL Managed Instances, Azure Function Apps, Power BI, and document management/process automation solutions.
- Experience working in cloud-native environments and modern tech stacks.
Special Considerations:
- Remote work with occasional in-person attendance required for some on-site meetings.
- No travel expenses reimbursement for contractors; travel costs must be included in contract payments.
- Ability to support a large-scale modernization project impacting a state pension system.
