I. Initiative Overview

The Teachers Retirement System of Oklahoma (TRS) is undertaking a comprehensive, multiyear modernization initiative to replace aging legacy systems including the full retirement of the ALICE platform and transition to a unified, cloud-native environment. This effort centers on building MyPAS 3.0, a modern Azure-hosted pension administration system that integrates seamlessly with MyTRS and MyERS.

TRS serves a large and diverse membership of over 210,000 employees and retirees across more than 600 school districts, career tech centers, colleges, and universities, making it the largest of Oklahoma s six state pension systems.

This modernization aims to resolve fragmented workflows, manual processes, and technical debt by leveraging a modern technology stack that includes Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, and Power BI.

II. Expected Outcomes
  • All major systems operating on the Azure cloud platform with improved performance, scalability, and maintainability.
  • Successful retirement of ALICE and elimination of legacy technical debt.
  • Reduced manual workflows, fewer errors, and significantly improved operational turnaround times.
  • Implementation of a modern document storage and capture solution.
  • Enhanced security posture and operational resilience.
  • Improved user satisfaction and accessibility for TRS members and internal staff.
III. Requirements & Qualifications
  • Solid knowledge of modern application development frameworks, programming languages, and secure coding practices.
  • Expertise in Software Development Life Cycle (SDLC) methodologies, including Agile.
  • Deep knowledge of business process analysis, functional design principles, documentation standards, user story development, and defining acceptance criteria.
  • Familiarity with legacy systems architecture, dependencies, technologies, and integration points.
  • Hands-on skill in performing all aspects of application development: coding, unit testing, documentation, code reviews, and submitting pull requests.
  • Ability to develop, enhance, and maintain application components that meet complex functional and technical requirements.
  • Proficiency in developing APIs, system interfaces, and automation workflows.
  • Experience in developing clear, actionable user stories and maintaining a prioritized project backlog.
  • Ability to manage multiple development tasks, translate technical specifications into production-ready software, and deliver output with minimal defects.
  • Strong collaboration and communication skills to work effectively with technical staff, analysts, testers, project managers, and non-technical stakeholders.
  • Preferred: Knowledge of TRS business rules, particularly those specific to Pension Software Systems.
