Description

The Teachers Retirement System of Oklahoma (TRS) is undertaking a comprehensive, multiyear modernization initiative to replace aging legacy systems including full retirement of the ALICE platform and transition to a unified, cloud native environment. This effort centers on building MyPAS 3.0, a modern Azure-hosted pension administration system that integrates seamlessly with MyTRS and MyERS.

TRS serves a large and diverse membership of over 210,000 employees and retirees across more than 600 school districts, career tech centers, colleges, and universities, making it the largest of Oklahoma s six state pension systems.

The modernization responds to long standing challenges such as fragmented workflows, manual processes, limited scalability, and stability issues in legacy technologies. The initiative introduces a modern stack Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, Power BI, a document management and process automation solution (pending platform evaluation and alternatives) to support scalable, secure, and efficient operations.

Current State
  • Legacy systems moved from on-premises hosting to Azure cloud migration in May 2024.
  • Member portal modernized July 2025.
  • All IS resources support legacy systems while simultaneously building modernized ones.
  • Project charter and Software Development Life Cycle established and in practice.
  • Environment and foundation for modern applications defined and nearing completion.
Expected Outcomes
  • All major systems operate on the Azure platform with improved performance, scalability, and maintainability.
  • Retirement of ALICE and elimination of legacy technical debt.
  • Reduced manual work, fewer errors, and significantly improved turnaround times.

Requirements
  • Knowledge of modern application development frameworks, programming languages, and secure coding practices.
  • Knowledge of software development lifecycle (SDLC) methodologies, including Agile.
  • Knowledge of business process analysis, functional design principles, documentation standards, user story development, and acceptance criteria definition.
  • Knowledge of TRS business rules, including those specific to the Pension Software System.
  • Familiarity with legacy systems architecture, dependencies, technologies, and integration points.
  • Skill in performing all aspects of application development, including coding, unit testing, documentation, code reviews, and submitting pull requests for TRS staff to review.
  • Skill in developing, enhancing, and maintaining application components that meet functional and technical requirements.
  • Skill in developing clear, actionable user stories and maintaining a prioritized backlog.
  • Skill in developing APIs, system interfaces, and automation workflows.
  • Ability to deliver high-quality work output with minimal defects.
  • Ability to translate technical specifications into maintainable, production-ready software.
  • Ability to collaborate effectively with TRS technical staff, analysts, testers, and project managers.
  • Ability to manage multiple development tasks and meet established timelines.
  • Ability to communicate complex concepts clearly to both technical and non-technical audiences.
