Estrada Consulting, Inc. (ECI) is seeking a highly experienced
Senior Application Developer / Technical Lead / Production Support Engineer for a long-term W2 consulting engagement supporting a large-scale, mission-critical criminal justice information system environment. This is a
combined senior technical role requiring hands-on application development, technical leadership, systems integration, maintenance and operations (M&O), troubleshooting, production support, enhancements, and modernization of complex enterprise applications. This is
not a general application development position. ECI is specifically seeking candidates with substantial experience supporting
large, complex, highly integrated production systems, preferably within
criminal justice, law enforcement, courts, corrections, public safety, or other government justice environments.
Position Overview:
The selected consultant will provide senior-level technical leadership and hands-on application development and production support for an enterprise criminal history reporting environment that integrates data from multiple justice and law-enforcement systems. Responsibilities will include maintaining and enhancing existing applications and interfaces, troubleshooting complex production issues, supporting system integrations and data exchanges, implementing application and database changes, performing technical analysis, and supporting new development initiatives. The consultant must be comfortable working in an established
maintenance and operations environment containing both legacy and current enterprise technologies and must be capable of quickly understanding complex application architecture, business rules, interfaces, data flows, batch processes, and production dependencies.
Key Responsibilities:
- Serve as a hands-on Senior Application Developer and Technical Lead for mission-critical enterprise applications.
- Perform application maintenance, enhancement, development, testing, deployment, troubleshooting, and production support.
- Analyze existing application architecture, source code, interfaces, databases, batch processes, message flows, and system dependencies.
- Troubleshoot complex application, middleware, database, interface, messaging, and production-processing issues.
- Support highly available production systems and resolve incidents affecting critical business operations.
- Design, develop, test, implement, and support application enhancements and new functionality.
- Support integration and near-real-time data exchange between multiple enterprise and government systems.
- Maintain and troubleshoot message-broker and interface processing, including queued and event-driven data.
- Support Oracle database applications, stored procedures, SQL/PLSQL, data processing, and performance troubleshooting.
- Support Java/J2EE enterprise applications and middleware environments.
- Provide technical leadership, architecture guidance, code reviews, troubleshooting assistance, and mentoring to other development resources.
- Analyze complex business and technical requirements and translate them into application designs and technical solutions.
- Support batch processing, background processing, interfaces, reporting, and data-consolidation workflows.
- Develop and maintain technical specifications, system documentation, interface documentation, deployment procedures, and operational support documentation.
- Coordinate with application developers, database administrators, infrastructure teams, business analysts, project management, County technical personnel, and external system stakeholders.
- Participate in application upgrades, technology refreshes, patches, deployments, performance tuning, and production releases.
- Support scheduled after-hours or weekend deployments, maintenance, upgrades, and production activities when required.
- Apply secure development and support practices appropriate for systems containing sensitive criminal-justice information.
Required Technical Experience: Candidates should have strong hands-on experience with a substantial combination of the following technologies and environments:
Criminal Justice / Public Safety Domain Experience:
Strong preference will be given to candidates with direct criminal justice or public-safety systems experience. Highly relevant backgrounds include systems supporting:
- Criminal history repositories.
- Law enforcement.
- Sheriff or police departments.
- Courts and court case management.
- District Attorney / prosecution systems.
- Probation.
- Corrections and jail-management systems.
- Arrest and booking information.
- RAP sheets / criminal-history reporting.
- State Department of Justice interfaces.
- Warrants.
- Court dispositions and sentencing.
- Criminal-justice data exchanges.
- Multi-agency justice information sharing.
Candidates should be able to explain the specific systems they supported, their technical responsibilities, technologies used, interfaces maintained, production-support responsibilities, and the government/public-safety agencies served.
Technical Lead Qualifications
The ideal candidate will have:
- Extensive professional application development experience with complex enterprise systems.
- Senior-level experience performing both hands-on development and technical leadership.
- Significant experience maintaining and supporting existing production applications rather than exclusively developing new systems.
- Demonstrated ability to reverse-engineer and understand mature or legacy applications with limited documentation.
- Experience diagnosing complex problems across application, middleware, database, operating-system, messaging, interface, and infrastructure layers.
- Experience supporting applications with multiple upstream and downstream system integrations.
- Strong Oracle database and enterprise Java application experience.
- Experience working within structured SDLC, testing, deployment, configuration-management, and change-control environments.
- Experience working directly with technical and business stakeholders in complex multi-agency environments.
- Excellent written and verbal communication skills.
Preferred Background:
- Candidates with prior experience supporting Los Angeles County, California state or local government, CA DOJ, criminal justice, law enforcement, courts, probation, corrections, or comparable public-safety information systems are strongly encouraged to apply.
- Prior direct experience with CCHRS, PIX/Cloverleaf, JDIC, CA DOJ ACHS, or closely comparable criminal-history information systems is particularly valuable.

- Some maintenance, upgrades, patches, deployments, or production activities may require work outside normal business hours, including evenings or weekends.
