Associate Program Manager

Jacobs is seeking an experienced and highly capable Associate Program Manager to support the New York City School Construction Authority (NYCSCA) Emergency Program. This role oversees multiple concurrent construction projects, ensuring they are delivered safely, on schedule, within budget.

The ideal candidate brings strong technical expertise, proven leadership managing all phases of construction work, and deep familiarity with public-sector building programs. Experience supporting school renovations, emergency response projects, and modernization of work is highly valued.

This position requires excellent communication skills, the ability to interpret complex contract documents, and a strong problem solving mindset.

Key Responsibilities

  • Manage multiple active construction contracts simultaneously across various NYC boroughs
  • Lead project planning, kickoff, phasing, and logistics for emergency, renovation, and modernization projects
  • Coordinate with architects, engineers, contractors, inspectors, and stakeholders
  • Oversee project schedules, Two Weeks Lookahead updates, milestone tracking, and critical path activities
  • Manage all phases of construction work, including mobilization, site operations, temporary protections, structural repairs, interior renovations, and new facility buildouts
  • Ensure compliance with contract documents, specifications, drawings, and standards
  • Identify field issues and coordinate timely resolutions with design teams and contractors
  • Support construction activities in occupied school facilities, ensuring safety and minimal disruption
  • Review drawings, specifications, shop drawings, RFIs, bulletins, and change orders
  • Track and coordinate submittals, design clarifications, and approvals
  • Maintain accurate documentation throughout the project lifecycle
  • Support special inspections, DOB coordination, and quality assurance processes
  • Serve as a primary point of contact for SCA Senior Project Officers, school administrators, and agency representatives
  • Provide clear, concise, written, and verbal communication regarding project status, risks, and required actions
  • Prepare weekly and monthly progress reports, meeting minutes, and closeout documentation
  • Provide direction to inspectors, assistant superintendents, contract control staff, and administrative personnel
  • Support team development, task prioritization, and coordination across multiple project sites
  • Promote a culture of safety, accountability, and high-quality performance

Here's what you'll need

  • Bachelor's degree in engineering, Architecture, Construction Management, or a construction related field from an accredited college or university
  • Minimum of eight (8) years of full time experience as a technical specialist in construction or design related fields
  • Minimum of four (4) years managing all phases of construction work on multiple contracts
  • Experience in new construction, rehabilitation, and modernization projects
  • Strong ability to interpret specifications, drawings, and contract documents
  • Clear and concise oral and written communication skills
  • Proven problem-solving ability in complex construction environments
  • Experience supporting NYCSCA emergency response, RED DOT assignments, and school renovation programs
  • Background in construction inspections, safety oversight, drainage, civil work, and site coordination
  • Experience working with public agencies such as NYCSCA, NYCHA, DDC, DASNY, or similar
  • Familiarity with NYC DOB filing, rules, and regulatory requirements

Posted Salary Range: Minimum 145,000.00 Posted Salary Range: Upper 155,000.00

The base salary range for this position is $145,000.00 to $155,000.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
