Critical Acquisition Position (CAP)

The incumbent is delegated full authority to exercise general supervision over, and is responsible for fully developing and directing, CPE Systems acquisition, development, and implementation policies and guidance, per CPE direction. In support of the mission to deliver software and services that drive operational readiness and provide seamless support for mission-critical systems and warfighting capabilities, the incumbent participates in planning, directing, integrating, and coordinating the execution of all functions, operations, and activities required to fulfill assigned mission areas across the CPE. The incumbent manages assigned programs within CPE ES2, with special attention and focus given to the Business Mission Area and the Army's Enterprise Resource Planning (ERP) based systems. Duties include development, integration, and sustainment of current and modernized business systems and processes to ensure effective and efficient day-to-day operations and overall systems integration within CPE ES2 and with other key Army and OSD Business Transformation initiatives. Provides oversight for CPE ES2 Systems Integration from a strategic and operational integration perspective. Broad overall policy and program guidance will be provided to subordinates, Program Management Organization activities, and will integrate their collective efforts through development of directives, network methods, the review and interpretation of DoD and HQDA plans, policies, and requirement documents. Formulates and disseminates necessary acquisition policy directives while providing executive and managerial direction, coordination, review, and analysis.

Acquisition Position Information:

  • This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate Army official, (i.e., the Army Director of Acquisition Career Management, the Army Acquisition Executive, or the Secretary of the Army) or if the employee is Grandfathered under Chapter 87 of Title 10, United States Code (U.S.C), Section 1736(c)(1), the following are statutorily mandated requirements (Reference: 10 U.S.C. 1732 and 1737): Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.
  • As this position is designated as a Key Leadership Position (KLP), which is a subset of a Critical Acquisition Position (CAP), the selectee must meet all required KLP certification standards at the time of assignment OR have an approved waiver signed by the Army Acquisition Executive.
  • This critical acquisition position requires ADVANCED level certification in Acquisition Functional Area (ACF), PROGRAM MANAGER (PM). Advanced level certification must be met within 4 years of appointment to the position.
