PURPOSE OF THIS CONTRACT

The purpose of this consultancy is to develop a final Programme Legacy and Knowledge Package for Oxfam’s Social Protection and Labour Rights for Women Workers in the Agri-food Sector Programme (2022–2026). The package will consolidate the programme’s institutional memory into a visually engaging, user-friendly resource that captures the programme journey, key achievements and lessons learned, and provides accessible pathways to the programme’s most valuable knowledge products, tools and resources for future use.

The assignment responds to the need to preserve and make accessible the substantial body of knowledge generated over five years of implementation across Cambodia, Laos and Vietnam and at regional level. The package will have both a retrospective and forward-looking function: documenting what the programme achieved and learned, while ensuring that practical tools, evidence, methodologies and communication products remain accessible to partners, current and future Oxfam staff, donors and future programmes. Oxfam will provide programme materials and resources, while the consultant will focus on synthesis, editing, curation, visual presentation and final production.

BACKGROUND AND CONTEXT

Oxfam’s “Social Protection and Labour Rights for Women Workers in Agri-food Sector Programme” (2022–2026), funded by Belgium Government (DGD) works with partners across Cambodia, Laos and Vietnam, as well as regional networks, to increase their capacity to influence policymakers towards more inclusive social protection and labour rights frameworks and instruments for agri-food sector workers. The programme focuses particularly on vulnerable women workers in the highly informal agri-food sector, including workers in micro, small and medium enterprises.

The programme is structured around the three pillars of the Decent Work framework: labour rights, social protection and inclusive social dialogue. It addresses challenges including climate change impacts, economic insecurity, occupational safety and health, weak labour law enforcement and gender inequalities, including gender-based violence and the disproportionate burden of unpaid care and domestic work. The programme applies rights-based and gender-transformative approaches and works through 16 local partners across the three countries, three regional partners supporting learning and knowledge building, and nine collaborators, including Oxfam country offices. The consultancy will draw on programme documentation, monitoring and evaluation evidence, outcome harvesting, research, policy and communication products, partner experiences and other resources generated during implementation.

The package is expected to be digital and designed for easy online navigation. Final formats, hosting arrangements, hyperlinks and QR-code functionality will be agreed with Oxfam during inception.

SCOPE OF WORK

The assignment covers the review, synthesis, editing, curation and visual presentation of a selected set of priority programme resources. It includes the narrative overview and a structured knowledge library. Oxfam will undertake the initial collection and organisation of programme documentation. The consultant(s) is not expected to conduct a comprehensive review of every programme document, undertake evaluation, or independently collect extensive evidence from all partners and countries.

The package should cover the 2022–2026 programme period and the three programme countries, together with the regional component. Priority materials may include programme documentation, key achievements and results, lessons learned, tools and methodologies, research and evidence, evaluations and MEAL products, policy briefs, case studies and stories of change, training and workshop materials, communication products, photographs and multimedia resources. A clear selection and prioritisation approach should be applied to keep the package concise and practical.

Specific tasks related to this scope of work are outlined as:

1. Inception and content architecture: agree the approach and structure with Oxfam; review the curated materials provided by Oxfam; confirm selection criteria; and develop a practical content architecture and work plan.
2. Synthesis and knowledge curation: synthesise and edit the programme journey, achievements, contributions, changes, and lessons learned from the materials provided; curate and categorise priority tools, research, evidence, stories and communication products; and prepare concise descriptions and navigation information for selected resources.
3. Design, validation and final production: develop the visual concept and draft package; integrate appropriate visual elements; establish hyperlinks and QR codes where relevant; coordinate a limited number of review rounds with Oxfam; incorporate consolidated feedback; and deliver final editable and publication-ready files.

DELIVERABLES

Overall objective

The objective of the assignment is to develop a concise, high-quality, visually engaging and user-friendly Final DGD Programme Legacy and Knowledge Package that captures the programme’s five-year journey, key achievements and lessons learned, while providing accessible pathways to key knowledge products, tools and resources for future use.

Specific outputs and deliverables

The consultant is expected to deliver the following outputs:

1. Inception and content architecture: a short inception note setting out the proposed methodology, work plan, and detailed structure of the package, based on an initial review of the curated materials provided by Oxfam.
2. Draft Legacy and Knowledge Package: a complete first draft covering the agreed sections, including the programme journey, achievements and changes, lessons learned, resource catalogue, practical tools and methodologies, research and evidence, stories of change and communication collection, based on priority materials supplied by Oxfam.
3. Final designed Programme Legacy and Knowledge Package: a professionally designed and edited version incorporating consolidated Oxfam feedback, with functional hyperlinks and QR codes where applicable and clear navigation between the overview and priority resources.
4. Final publication and editable source package: final publication-ready digital files, editable design/source files, and a concise handover note explaining the organisation of source files and any requirements for maintaining links or updating the package.

Format, length and intended use:

• The final Package is expected to be developed as a digital publication, suitable for online sharing and downloading as a PDF. It should include a concise overview, which could be printed with access to selected programme resources through hyperlinks and, where useful, QR codes.

• The overall length of the package is not decided at this stage, but the consultant is expected to prioritise conciseness, accessibility and ease of navigation.

• The package will serve as: (i) preserving institutional memory; (ii) supporting learning and knowledge sharing among partners, Oxfam colleagues and future programmes; (iii) communicating programme achievements and learning to donors and other stakeholders.

PAYMENT SCHEDULE

Remuneration is based on submission of final deliverables according to the schedule. No payment will be made in advance.

METHODOLOGY

The detailed modality and work plan will be agreed during an inception meeting. The assignment should follow a focused, collaborative and iterative approach. The consultant will work primarily with the regional coordinator and designated country focal points.

Key methodological steps should include: (1) inception and alignment with Oxfam; (2) review of the curated programme materials and resource inventory provided by Oxfam; (3) editorial development of the narrative and knowledge library; (4) development of the visual concept and publication design; (5) one consolidated review/validation round, with additional clarifications; and (6) finalisation and handover. Oxfam will coordinate the collection of source materials and consolidate substantive feedback from country teams and partners.

Oxfam will provide a curated set of programme documents, resource inventory, available photographs and multimedia links, and relevant programme statistics and evidence. Oxfam will designate focal points and consolidate substantive feedback. The consultant will be responsible for synthesis, editorial development, curation, design and production of the package.

PROFILE REQUIREMENTS

The company/individual(s) should have the following competencies:

Essential criteria

• Relevant professional qualification in communications, knowledge management, development studies, social sciences, publishing, graphic design or a related field.
• Demonstrated experience providing comparable knowledge management, editorial, publication or communications services to international NGOs, development organisations or complex programmes, preferably involving multi-country or regional work.
• Strong skills in knowledge management, editorial writing, synthesis and the development of accessible digital publications.
• Strong graphic/editorial design capability is required, either directly or through a clearly identified design resource within the proposed team.
• Relevant professional experience, including experience developing publications, knowledge products, learning products, reports or institutional legacy products.
• Excellent written and spoken English. Ability to work with multicultural and multilingual teams across Southeast Asia is required.

Desired criteria

• Experience working on social protection, labour rights, gender equality, decent work, informal work or related development themes.
• Experience translating complex programme evidence, MEAL findings and research into concise, accessible and visually engaging products for multiple audiences.
• Familiarity with rights-based approaches, gender-transformative programming, knowledge management is an advantage.
