Engagement Overview


EMS|MC is seeking an experienced independent contractor to provide senior database reliability engineering services supporting its Revenue Cycle Management (RCM) systems. The engagement will focus on improving the performance, resilience, security, and operational maturity of business-critical database platforms, with particular emphasis on AWS Aurora PostgreSQL and MySQL. The selected contractor will provide hands-on engineering, automation, monitoring, capacity planning, disaster recovery, and incident-response services that enable reliable, well-instrumented database operations at scale.


Scope of Services

  • Designing, tuning, and maintaining highly performant SQL Server, PostgreSQL, and MySQL databases supporting business-critical RCM applications, including query optimization, indexing strategy, and stored procedure design.
  • Administering and optimizing AWS Aurora PostgreSQL and MySQL clusters, including replication topology, failover configuration, parameter group tuning, and read-replica scaling.
  • Establishing and maintaining automated backup, restore, and disaster recovery processes, and validating recovery point and recovery time objectives for applicable systems.
  • Developing Python-based automation and operational tooling to reduce repetitive database administration work, promote database objects safely across environments, and support consistent change-management practices.
  • Performing capacity planning and implementing proactive monitoring, logging, and alerting using tools such as Amazon CloudWatch and Performance Insights to anticipate scaling needs and enable rapid diagnosis.
  • Evaluating managed AWS database services and recommending approaches that appropriately balance performance, reliability, cost, security, and operational overhead.
  • Consulting with designated engineering, QA, DevOps, and business stakeholders regarding schema designs, query patterns, architecture decisions, database standards, and reliability priorities.
  • Supporting production database incident response by diagnosing root causes, implementing remediation, and recommending durable preventative measures.
  • Supporting database security and compliance practices, including access controls, encryption, and audit logging for sensitive healthcare and financial data in accordance with applicable privacy and regulatory requirements.
  • Preparing and maintaining documentation related to database architecture, operational procedures, recovery processes, incident findings, and reliability recommendations.

Expected Deliverables

  • Performance assessments and implemented tuning improvements for applicable SQL Server, PostgreSQL, MySQL, and AWS Aurora database environments.
  • Documented query, indexing, stored procedure, schema, and configuration recommendations, together with implemented changes approved within the engagement scope.
  • Automated backup, restore, and disaster recovery procedures, including validation results for agreed recovery objectives.
  • Python-based automation scripts and operational tools that reduce manual database work and support controlled database changes across environments.
  • Monitoring dashboards, logs, alerts, and diagnostic capabilities that support proactive detection, capacity management, and rapid root-cause analysis.
  • Capacity plans and scaling recommendations for business-critical database platforms.
  • Incident analyses and post-incident documentation identifying root causes, remediation steps, and preventative recommendations.
  • Database security, access-control, encryption, and audit-logging recommendations or configurations aligned with applicable engagement requirements.
  • Current database architecture documentation, operational runbooks, recovery procedures, and related technical guidance.
  • Knowledge transfer, documentation, or walkthrough sessions, as requested, to support ongoing continuity.


Requirements

Contractor Qualifications

  • Six (6) or more years providing SQL development, database engineering, database administration, or database reliability services.
  • Deep, hands-on production experience with AWS Aurora PostgreSQL and MySQL as primary database engines, including replication, failover, configuration, scaling, and performance tuning.
  • Strong Python proficiency for developing automation, tooling, and operational scripts.
  • Proven expertise tuning SQL queries, stored procedures, and indexing strategies for large-scale, business-critical applications.
  • Experience with software development workflows and the safe promotion of database objects and changes across environments.
  • Experience supporting enterprise or consulting environments with high availability, data integrity, security, and operational reliability requirements.
  • Experience using Agile tools and methodologies, including platforms such as Scrum, JIRA and Confluence.
  • Strong written and verbal English communication skills with the ability to articulate complex database reliability concepts and findings to technical and non-technical stakeholders.
  • Demonstrated initiative, accountability, sound technical judgment, attention to detail, and a commitment to continuous improvement.

Additional Experience Preferred

  • AWS certification related to databases or cloud architecture, or comparable demonstrated expertise.
  • PowerShell scripting experience to complement Python-based automation.
  • Familiarity with Infrastructure as Code (IaC) tools such as AWS CloudFormation, AWS CDK, or Terraform.
  • Experience with CI/CD pipelines, DevOps practices, and continuous delivery in a high-discipline Kanban environment.
  • Experience using AI prompting or AI-assisted tools to accelerate database engineering, analysis, or troubleshooting.

Engagement Details

  • Services will be performed pursuant to a written Independent Contractor Agreement and applicable Statement(s) of Work.
  • Deliverables, priorities, timelines, and other engagement-specific terms will be established by mutual agreement before the applicable services begin.
  • Initial Term: The initial engagement is anticipated to continue for up to twelve (12) months. Prior to the conclusion of the initial term, EMS|MC and the contractor may mutually evaluate whether to extend the independent contractor engagement or pursue an employment opportunity, if there is mutual interest.
  • Any employment relationship would be subject to a separate offer of employment, successful completion of the Company's hiring process, and execution of all required employment documentation. Nothing in this posting or any resulting agreement guarantees future employment, continued engagement, or an extension of the initial term.
