is seeking an organized, motivated, and detail-oriented Development Engineering Coordinator / Permit Processing Specialist to join our growing company and serve our municipal and public agency clients.

This position is well suited for an experienced professional as well as a recent graduate looking to begin or grow their career in development engineering, civil engineering, construction, permitting, or municipal engineering. The successful candidate will support a variety of development engineering and public works activities, including permit processing, project coordination, plan and document routing, project closeout, warranty tracking, task order management, and coordination with engineers, inspectors, contractors, developers, and City staff.

Candidates should have strong organizational skills, attention to detail, effective communication skills, and the ability to manage multiple assignments and deadlines. Experience with municipal engineering, permitting, construction, or development projects is preferred but not required for candidates who demonstrate the ability and willingness to learn.

Essential Duties:

The essential duties noted below are not intended to be an exhaustive list of all responsibilities, functions, and skills. They are intended to be a summary of key job responsibilities and duties.

  • Prepare construction permit documentation, including bond forms, construction cost and schedule estimates, and public improvement agreements.
  • Process and track grading and encroachment permits, including preparing permit forms, reviewing insurance certificates, verifying contractor and business licenses, requesting inspection funds, and maintaining accurate permit status records.
  • Coordinate building permit routing requests by confirming required site improvements with engineering staff and site inspectors and communicating completion status to the Building Department.
  • Coordinate project closeout activities and prepare documentation for City Council Notices of Completion, including reviewing record drawings, preparing warranty bond forms, obtaining monument and grading certifications, processing stormwater agreements, and maintaining record drawing CAD files.
  • Prepare draft resolutions and supporting documentation for project acceptance and closeout.
  • Track projects during the warranty period and coordinate warranty walks with inspectors prior to expiration of the warranty period.
  • Create, process, monitor, and maintain task orders, including assignments, approvals, status updates, and completion tracking.
  • Manage incoming and outgoing project submittals by logging, distributing, reviewing for completeness, routing documents to appropriate parties, and tracking responses.
  • Prepare Development Information Sheets summarizing key project information, including public and private utility separation points, public tie-in locations, and other relevant development engineering information.
  • Track, route, and process revised plans, documents, and other project materials through established review and approval processes.
  • Monitor and respond to Development Engineering voicemail requests and appropriately route, document, and follow up on inquiries.
  • Organize and maintain project files and folders, including document naming, filing, records management, removal of duplicate or outdated materials, and overall document quality control.
  • Assist with drafting updates to engineering standards and maintaining a list of intermediate and pending standards changes in coordination with the Engineering Team.
  • Review grading plans for single-lot custom residential projects under the oversight and direction of a Civil Engineer.
  • Coordinate with engineers, inspectors, contractors, developers, consultants, Building Department staff, and other agency personnel to ensure timely completion of assigned tasks.
  • Provide services in an efficient, proactive, organized, and client-focused manner.
  • Ensure all work complies with BPR's and clients' policies, procedures, quality standards, and applicable agency requirements.

Desired Qualifications:

  • Bachelor's degree in civil engineering, Construction Management, Public Administration, or a related field is preferred. Recent graduates are encouraged to apply.
  • One (1) or more years of experience in development engineering, municipal engineering, permitting, construction administration, project coordination, or a related field is preferred but not required.
  • Strong interest in civil engineering, development engineering, municipal projects, permitting, and construction processes.
  • Familiarity with California development engineering practices, public works procedures, and applicable codes and standards is a plus.
  • Ability to read and understand civil engineering plans, grading plans, construction documents, and related project materials is preferred.
  • Strong organizational and document management skills, with the ability to track multiple projects, deadlines, submittals, and task orders simultaneously.
  • Strong attention to detail and ability to identify missing, incomplete, or inconsistent information.
  • Strong written and verbal communication skills.
  • Ability to communicate professionally with engineers, inspectors, contractors, developers, consultants, City staff, and the public.
  • Proficiency with Microsoft Office applications and willingness to learn project tracking and document management systems.
  • Experience with AutoCAD, Bluebeam, or similar engineering/design software is preferred but not required.
  • Ability to work independently while maintaining close coordination with engineering and project management staff.

Compensation:

BPR Consulting Group offers competitive wages and a strong benefits package.$28 - $38 an hour (depending on qualifications and experience).
