Role-specific requirement
DevOps and CI/CD strategy: end-to-end delivery lifecycle (code build test deploy operate); target operating model for platform engineering/DevOps teams; standardisation; developer self-service; automated quality gates; scaling across multiple platforms/teams
Pipelines and automation: build/deployment pipeline architecture; automation of build, test, release and deployment; Infrastructure-as-Code and pipeline-as-code; improved deployment frequency and reduced manual intervention
Development standards: coding standards, code review and QA processes, branching and version control governance, documentation standards, and how these are enforced/continuously improved
Tooling ecosystem: version control, work management and CI/CD tooling, their integration, and toolchain standardisation, governance and lifecycle management
DevSecOps: security integrated into CI/CD pipelines with automated code quality checks and security scanning (SAST/DAST, dependency scanning); compliance with Marlink InfoSec standards and industry frameworks; vulnerability/compliance reporting
Infrastructure and cloud operations: management of cloud environments, virtual machines, container platforms (e.g. Kubernetes), databases and platform services; IaC-based provisioning; capacity, availability and performance management
Platform operations and monitoring: monitoring, alerting and observability frameworks; incident and problem management; SLO/SLI reliability management; defect and capacity management; separation/integration between DevOps and Operations/SRE
Environment management: lifecycle management, automated provisioning, consistency and usage governance of dev, test, UAT and pre-production environments
Release and deployment governance: release management processes, deployment approval workflows, environment promotion strategies, rollback and recovery procedures
Cloud financial operations (FinOps): cost visibility and reporting, utilisation analysis, rightsizing, identification of unused resources, budget monitoring/forecasting, optimisation recommendations, savings initiative management, cloud financial governance
CoE proposal: scope, responsibilities, governance and decision rights; standardisation of pipelines/development practices/cloud patterns; reusable assets; cloud security governance; central governance with federated execution; maturity/scaling roadmap
Transformation and adoption: assessment of current DevOps/operations maturity; proposed target operating model; implementation plan; knowledge transfer and capability building; dependencies, risks and transition approach
Metrics, KPIs and reporting: delivery (deployment frequency, lead time for changes, change success rate); operational (availability/reliability, incident volumes/resolution times, service performance); engineering (code quality, pipeline success/failure rates, automation coverage); security and compliance (vulnerability detection/resolution, compliance adherence)
Commercial and outcome-based model (optional): outcome-based commitments (deployment frequency, automation adoption, reliability improvements e.g. uptime, MTTR reduction) with incentive models linked to performance
Additional evaluation criteria: strength of DevOps/platform engineering strategy; maturity of cloud and infrastructure operations approach; quality of CI/CD, automation, security and compliance integration; credibility of transformation/CoE model
