About the Role: The Director of IT, Cloud and Developer Operations provides strategic and technical leadership as well as hands-on operations for the Executive Office of Economic Development's cloud infrastructure, developer operations, and enterprise technology services. This role leads to the modernization of the Secretariat's application delivery capabilities by establishing scalable, secure cloud platforms, modern DevOps practices, and automated infrastructure that enable rapid deployment of business applications while ensuring compliance with Commonwealth technology standards and security requirements. Working closely with the Director of Engineering Innovation, Secretariat Chief Information Officer (SCIO), EOTSS, agency leadership, and development teams, the Director develops technology strategies that improve developer productivity, accelerate application delivery, and enhance the reliability, scalability, and security of enterprise systems. The Director oversees technology operations for EOED offices located throughout the Commonwealth, including end-user support, infrastructure, hardware and software deployments, application planning, and major technology projects. The position evaluates organizational needs, recommends technology solutions, establishes implementation priorities, and provides leadership for initiatives that enhance service delivery, strengthen cybersecurity, and support the Secretariat's long-term objectives.

The primary work location for this role will be One Federal Street, Boston, Massachusetts 02110. The work schedule for this position is Monday through Friday, 9:00 AM 5:00 PM EST. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.

Preferred Knowledge, Skills and Abilities:

  • Five (5) years of experience and demonstrated knowledge of enterprise information technology infrastructure, cloud platforms, developer operations, and modern application delivery practices.
  • At least 5 years' experience with cloud infrastructure and services, including: AWS (EC2, RDS, VPC/networking, IAM, storage, security groups, monitoring, backup and recovery) Azure cloud services Cloud storage, disaster recovery, and infrastructure resiliency Microsoft SQL Server, Windows Server, Postgres, .Net
  • Experience with developer operations (DevOps) and modern software delivery, including: CI/CD pipelines and deployment automation Infrastructure and environment management PowerShell, AWS CLI, and other automation tools Monitoring, configuration management, and operational support AI-enabled software development lifecycle (SDLC) tools and practices
  • Knowledge of enterprise infrastructure and business application environments, including: Network architecture (LAN/WAN) Server virtualization (VMware) Microsoft SQL Server and cloud data platforms (AWS RDS, Snowflake) Enterprise business applications and integrations (e.g., Salesforce) Desktop, server, and endpoint technologies
  • Experience leading enterprise technology initiatives, including: IT strategic planning and governance Project and portfolio management Technology procurement, RFP development, vendor evaluations, and contract management Cloud migration and infrastructure modernization initiatives
  • Experience leading technical teams and managing technology service delivery, including infrastructure, application support, desktop services, cloud operations, and vendor or systems integrator partnerships.
  • Demonstrated expertise in: Cloud infrastructure and distributed computing Infrastructure architecture and systems design Network and enterprise infrastructure management Developer operations (DevOps) and platform engineering Cybersecurity and operational resiliency Project and program management
  • Ability to develop strategic technology roadmaps while balancing competing priorities in a fast-paced, highly regulated environment. Strong organizational and project management skills with the ability to manage multiple initiatives, meet deadlines, and deliver projects on schedule and within budget.
  • Demonstrated ability to build collaborative relationships and communicate effectively with executive leadership, technical teams, vendors, agency partners, and senior public-sector officials. Excellent written and verbal communication skills, including the ability to present technical concepts and project status to both technical and non-technical audiences.
