We are delighted to be recruiting for our client Sport Ireland for a Evaluation Manager to join their team. Evaluation Manager Higher Executive Officer Grade Job Purpose Reporting day-to-day to the Director of Research and Innovation, the Evaluation Manager will lead the development and implementation of Sport Irelands four pillar evaluation framework. The four pillar framework is built on: a) leveraging Sport Ireland's population monitoring to track outcome measures, b) implementing a system of scaled collection of input, process, output and outcome measures to understand what works, for whom and under what conditions, c) coordinating and commissioning mixed method formative, process and outcome evaluations focused on specific funding schemes or projects and d) supporting, funding and building the capacity of Sport Ireland funded bodies to carry out their own evaluations. Key Duties and Responsibilities Lead on the development of a comprehensive, systems-based, approach to evaluation, in line with Sport Ireland Strategic priorities. Lead the delivery of effective evaluation frameworks for Sport Ireland which use a balance of formative, process and outcome evaluations and leverage both quantitative and qualitative methods. Plan, coordinate and manage the delivery of national population outcome monitors, systemic collection of administrative input, process and output/outcome datasets. Plan, procure and manage contracts and budgets across multiple, simultaneous, evaluation projects. Manage the Sport Ireland evaluation grant scheme supporting funded bodies to carry out their own evaluations. Work with Sport Ireland business units to ensure that appropriate data collection processes are in place and that findings of evaluation are translated into action. Drive the development and maintenance of an evaluation data repository which is capable of tracking and reporting on KPIs across Sport Ireland's business units. Administer, analyse, and interpret large quantitative and qualitative data sets from internal business units and external organisations. Develop and monitor a set of key performance indicators for Sport Ireland's policies, plans and strategies. Disseminate and present evaluation findings to relevant stakeholders through reports, digital dashboard, guidelines, presentations, workshops and training courses. Develop strategic and productive relationships with practitioners, policy makers and researchers. Lead and manage the process of building the evaluation awareness, capacity and capabilities in Sport Ireland and the broader sports sector. Develop annual budgets and corporate plans in line with Sport Ireland objectives. Collaborate with relevant unit Manager in the routine planned delegation of specific responsibilities and tasks. Undertake other responsibilities as agreed from time to time with the Director of Research and Innovation. This is not an exhaustive list, and the role will include any duties required by Sport Ireland from time to time which are appropriate for the position and the needs of the organisation. Key Capabilities & Skills Knowledge and experience in the evaluation of public policies, publicly funded programmes, grant schemes or investment initiatives. Experience procuring and managing externally contracted evaluation projects. Knowledge of quantitative and qualitative evaluation methodologies and statistical analysis techniques. Experience of developing, managing and analysing large quantitative datasets using SPSS as well as cloud technologies like Microsoft Azure, SQL, Python and Power BI. Excellent communication skills both written and verbal with experience of translating evaluation findings for policy makers and practitioners through reports, digital dashboards, guidelines, presentations, workshops and training courses. Experience in project management with proven ability to lead multiple projects simultaneously. Planning, budgeting and financial tracking ability is essential. Strong PC skills and knowledge of MS Office suite especially Word, PowerPoint and Excel. Experience of developing education resources and delivering training programmes. Proven ability to engage constructively with internal and external stakeholders to build and maintain key business relationships. Good knowledge and understanding of public Sports Policy in Ireland and knowledge of the Irish Sports landscape. Enthusiastic and highly motivated, relishing the challenge of working as part of a team in a dynamic environment. Capable of bringing innovation and experience/expertise from previous projects to bear on existing issues, making proposals for improvements and efficiencies where appropriate. Qualifications & Experience The post-holder will be academically strong with a relevant Third Level qualification. A post-graduate qualification in a relevant field would be a significant advantage. Minimum 2 years' experience in a related field. Additional Information Contract: Full-time, Permanent Contract. Salary Scale: HEO Standard Scale. The appointment will be made on this scale at a point in line with current Government Pay Policy. New entrants to the public sector commence on the first point of scale.
