Job Summary:
The Senior Full Stack Developer / Tech Lead will lead the development and delivery of a complex Azure-hosted web application, the Guidance Document Portal, for a government client. This hands-on leadership role involves building critical modules including authentication, role-based access control, dashboards, workflow engines, docket numbering, and secure PDF management. The role requires mentoring the development team, enforcing coding standards, collaborating with cross-functional teams, and ensuring high-quality, accessible, and secure software delivery.
Responsibilities:
- Lead the end-to-end development of backend and frontend components of the Guidance Document Portal.
- Implement authentication, authorization, and role-based access control for multiple user types.
- Develop State Agency and Secretary of State administrative dashboards with comprehensive management features.
- Design and implement a workflow engine to support document lifecycle states from draft to publish.
- Create docket number generation logic with duplicate prevention and version tracking.
- Build audit logging functionality capturing detailed user and system actions.
- Enforce secure coding practices including OWASP Top 10 mitigations and secrets management using Azure Key Vault.
- Conduct code reviews, lead technical design discussions, and facilitate daily standups.
- Author unit and integration tests and assist QA with defect resolution.
- Collaborate with DevOps to build CI/CD pipelines and manage multiple environments.
- Contribute to solution design, API documentation, and ensure WCAG 2.1 AA compliance on the front end.
- Support user acceptance testing, bug fixing, deployment, and warranty period activities.
Required Skills & Certifications:
- 8+ years in full stack development with 3+ years as a technical lead.
- Backend experience in .NET 6/8 (C# / ASP.NET Core Web API), Node.js, or Java Spring Boot.
- Frontend expertise with React.js 18+, Next.js, Redux, TypeScript, or Angular 14+.
- Database skills with SQL Server, Azure SQL, or PostgreSQL including schema design and performance tuning.
- ORM frameworks like Entity Framework Core, Dapper, Hibernate, or Sequelize.
- Proficiency with Azure services: App Service, Azure SQL, Blob Storage, Key Vault, Azure AD B2C, and App Insights.
- REST API design, versioning, OAuth 2.0 / OIDC, JWT authentication.
- Experience with full-text search technologies such as Azure Cognitive Search or Elasticsearch.
- Version control using Git, GitHub, or Azure Repos.
- CI/CD tools including Azure DevOps or GitHub Actions.
- Unit testing frameworks such as xUnit, NUnit, Jest, or MSTest.
- Experience delivering document management, workflow, or publishing platforms.
- Government or regulated industry project experience.
- Bachelor's or Master's degree in Computer Science or Engineering.
Preferred Skills & Certifications:
- Microsoft Certified: Azure Developer Associate (highly preferred).
- Microsoft Certified: Azure Solutions Architect (optional).
- Certified Scrum Developer (optional).
- Experience with State/Federal RFP-driven projects.
- Familiarity with PDF libraries such as iTextSharp, PDFBox, or PDF.js.
- Exposure to accessibility remediation of PDFs.
- Strong technical leadership and mentoring abilities.
- Clear communication skills with US-based client stakeholders.
Special Considerations:
- Hands-on leadership role requiring direct interaction with Solution Architect, Project Manager, QA, and DevOps teams.

- Project-based contract with full-time allocation for the entire 16-week development phase.

Scheduling:
- 100% full-time allocation on the project for approximately 640 hours over 16 weeks.
- Remote or hybrid work location.
- Participation in daily standups and collaboration with distributed teams including offshore resources.
