Job Summary:
The Full Stack Developer will collaborate with the Tech Lead to design, develop, and maintain a citizen-facing Public Portal for the Guidance Document Portal in the State of Oklahoma. This includes creating accessible, mobile-responsive, and high-performance web pages and modules such as search, indexing, document details, subscriptions, notifications, and reporting. The role requires adherence to WCAG 2.1 AA accessibility standards and involves full project lifecycle participation from development to deployment.
Responsibilities:
- Develop the Public Homepage and Guidance Search Page with advanced filtering and keyword search capabilities.
- Create the Public Guidance Index Page featuring Agency, Docket, and Subject/Keyword indexes.
- Build detailed Public Guidance Document pages including metadata display, PDF viewer, download options, version history, and subscription links.
- Implement the Public Subscription Page with agency selection, filters, consent management, confirmation emails, and preference management.
- Develop an Email Notification Service for updates on guidance documents.
- Handle PDF upload, validation, viewing, and download functionalities.
- Build Reporting and Analytics modules with export capabilities to PDF and CSV formats.
- Manage site settings such as disclaimers, email templates, agency lists, and subscription configurations.
- Write unit and integration tests; support QA and defect resolution.
- Ensure all front-end implementations comply with WCAG 2.1 AA accessibility guidelines.
- Participate in Agile ceremonies including daily standups, sprint planning, code reviews, and retrospectives.
- Support User Acceptance Testing (UAT), bug fixing, and deployment processes.
Required Skills & Certifications:
- Backend development with .NET 6/8 / C# / ASP.NET Core OR Node.js OR Java Spring Boot.
- Frontend development using React.js / Next.js / TypeScript OR Angular.
- Experience with SQL Server, Azure SQL, or PostgreSQL databases.
- Proficiency with REST APIs, JSON, and OAuth 2.0 basics.
- Experience with Azure App Service, Blob Storage, and Application Insights.
- Knowledge of PDF handling libraries such as PDF.js, iTextSharp, or PDFBox.
- Familiarity with email services like SendGrid or Azure Communication Services.
- Working knowledge of full-text search technologies like Azure Cognitive Search or Elasticsearch.
- Version control with Git and CI/CD pipelines using Azure DevOps or GitHub.
- Expertise in WCAG 2.1 AA accessible front-end development.
- Experience building citizen-facing or customer-facing web portals.
- Understanding of search, filter, and pagination user experience patterns.
- Bachelor's degree in Computer Science or Engineering.

- Microsoft Certified: Azure Developer Associate certification.
