Description

  • The Provincial Health Services Directory (PHSD) is enhancing its user experience and integration capabilities to support eReferral workflows directly within electronic medical record (EMR) environments. The work will enable clinicians to find and retrieve appropriate healthcare services and providers from PHSD while remaining within their EMR workflow. The project will enhance SMART on FHIR integration to support EMR launch context, fhirContext, and standards-based FHIR read and write operations. It will also add support for the Ontario Context Management Services (CMS) standard using FHIRCast so that patient, user, encounter, and application context can be synchronized where required across participating applications. The PHSD user interface will be modernized using React and TypeScript best practices, with a focus on responsive provider and service discovery, semantic search, intelligent search suggestions, filtering, and a streamlined eReferral experience. Advanced Google Maps capabilities will be incorporated to support geographic service discovery, including regional and polygon overlays, service clustering, and other map-based visualizations. Backend Spring Boot microservices will be refined to apply user roles, permissions, and entitlements when searching across different PHSD and provincial datasets. The work also includes integration with NetIQ for identity and access management, IBM Master Data Management (MDM), FHIR-based Pub/Sub patterns, REST and FHIR APIs, OpenSearch, PostgreSQL, and supporting AWS cloud services to provide secure, scalable, and reliable interoperability.

Responsibilities:

  • Design, develop, maintain, and support PHSD Spring Boot microservices and React-based user interfaces used for eReferral provider and service discovery.
  • Enhance the React and TypeScript user experience for use within EMR workflows, applying modern component, state management, accessibility, testing, performance, and maintainability practices.
  • Implement and support SMART on FHIR launch workflows, fhirContext processing, and FHIR read and write operations between PHSD and participating EMRs.
  • Implement Ontario CMS context management capabilities using FHIRCast, including context synchronization and event handling required for embedded healthcare workflows.
  • Design and implement semantic provider and service search, intelligent search suggestions, relevance tuning, filtering, and related search experiences using OpenSearch.
  • Develop advanced Google Maps functionality for healthcare service discovery, including geographic filtering, regional and polygon overlays, service clustering, and interactive map visualizations.
  • Refine Spring Boot search services so that results are filtered and retrieved according to the authenticated user's roles, permissions, entitlements, organization, and permitted datasets.
  • Design, develop, and maintain REST and FHIR APIs supporting provider, practitioner, organization, healthcare service, location, and eReferral integration use cases.
  • Implement and maintain secure integration with NetIQ for authentication, authorization, identity context, and role or permission enforcement.
  • Implement and support integration with IBM MDM for provider, organization, service, location, and related master data used by PHSD search and eReferral workflows.
  • Implement FHIR-based Pub/Sub and subscription integration patterns to distribute or consume relevant provider, service, and directory changes.
  • Develop data transformation, validation, synchronization, and search-indexing services required to combine and expose information from multiple provincial datasets.
  • Participate in architecture reviews, technical design sessions, sprint planning, backlog refinement, peer reviews, and collaborative troubleshooting with the Agency teams.
  • Develop and maintain automated unit, integration, API, and UI tests and support CI/CD pipelines, deployment, production releases, monitoring, and operational support.
  • Produce technical architecture documentation, API specifications, configuration documentation, deployment guides, operational procedures, and knowledge transfer materials.

Additional Terms

  • The term of this Engagement Assignment is for 150 Business Days, with an option to extend for up to an additional 251 days at the Agency's discretion. The Engagement Assignment may be extended for unused Business Days at the Agency's discretion.
  • The resource will comply with the Agency's policies and procedures.
  • The resource will be issued an Agency laptop and is expected to provide at least one additional monitor, an external keyboard and a mouse at their own expense. In addition, when the resource is working from their home location they must have a private office space and are not permitted to work in an open communal space. Internet connection must be hard-wired and suitable bandwidth to support the IT requirements of this role. If these conditions cannot be met within their home office space, the resource will transition to full time in office, and the hybrid option will no longer be available.
  • The Agency systems cannot be accessed from outside the province of Ontario, and Agency assets including laptops and related equipment cannot be removed from the province of Ontario, without prior written approval from the Agency.
  • Assignment Type: This position is currently listed as "Hybrid". The resource under this request will be required to work onsite as per Hiring Manager sole discretion.
