Scope of Project:
This position will support the NYS Tax Modernization Program, which encompasses multiple projects focused on modernizing legacy systems within the New York State Department of Taxation and Finance. The program supports critical state revenue systems including Collections and Accounts Receivable, Taxpayer Accounting, and Withholding Tax Returns Processing.
Responsibilities:
- Obtain business requirements to develop automated applications that meet business priorities.
- Provide lead programming duties for tax-related applications.
- Develop and mentor staff using J2EE, Spring, JSON, JavaScript, and JDBC technologies.
- Develop and review detailed documentation for system and program change requirements.
- Assist and provide guidance through all phases of the Software Development Life Cycle (SDLC).
- Develop unit test plans and perform unit testing and debugging.
- Coordinate migration of code changes from development to testing environments.
- Assist team members using Java, DB2, XML, and XQuery technologies.
- Ensure proper training and mentoring of technical staff.
- Provide support for production issues, defects, and enhancements.
- Facilitate meetings with ITS and business stakeholders.
- Communicate effectively with management, users, and project teams.
Required Skills:
- 84 months experience with J2EE technologies including EJB, JDBC, JSP, and XML.
- 84 months experience with Java programming in an IBM development environment using Rational Application Developer (RAD) deployed to WebSphere Application Server (WAS).
- 84 months experience with IBM DB2 databases and XML schemas, including querying and automated generation.
- 60 months experience in performance tuning applications interacting with databases.
- 60 months experience with IBM MQSeries.
- 60 months experience in technical design, development, maintenance, and end-user support of complex systems.
