Scope of Project
The services of a candidate are required to provide the architectural expertise and support required for the myBenefits/myWorkspace systems; this includes support, planning, design, development, and quality assurance activities. The candidate in this position will provide architectural guidance, oversight and mentoring to the developers to support critical functionality needed for the systems.
myBenefits is a health and human services portal for public users to prescreen for potential program eligibility, apply for benefits, and view or change case details. It is available statewide and has over 500,000 users.
myWorkspace is a worker portal for local district workers to process incoming applications, recertifications, and changes received via myBenefits or paper applications.
Responsibilities
- Work with the Office of Information Technology Services (ITS) to set-up, install and configure all core software needed to support the Virtual Managed Infrastructure for myBenefits/myWorkspace applications.
- Provide support for all Java applications across the entire OTDA infrastructure.
- Provide mentoring and oversight of architecture, maintenance, modification and development of myBenefits/myWorkspace application code changes as needed.
- Provide day-to-day technical guidance and hands-on support to the development project team for activities related to the definition, design, construction, testing, performance tuning and certification of applications.
- Ensure that projects follow the NYS ITS architecture standards and best practices and conduct technical reviews to ensure compliance.
- Provide technical guidance, training, direction and expertise in the design and implementation of applications and integrations.
- Identify technology reuse opportunities and participate in the contribution toward reusable object/component libraries.
- Architect application models and technical designs ensuring consistent, robust and scalable designs.
- Plan and coordinate infrastructure requirements and server capacity planning.
- Work with technical leads on documentation and testing requirements.
- Review unit, component and integrated testing for standards, performance and service functionality compliance.
- Conduct application performance monitoring, analysis and performance tuning.
- Participate in and guide production troubleshooting and issue resolution.
- Meet with management and report scheduled work progress.
- Plan and coordinate Tier 1 and Tier 2 server upgrades.
- Migrate existing application code to deploy onto the latest application server environment.
- Plan and coordinate Okta migration changes from Tier 1 to Tier 2.

Required Skills
- 84+ months of experience building enterprise-level Java web applications across all phases of the Software Development Life Cycle (SDLC).
- 84+ months of experience defining unit and system testing standards, monitoring, benchmarking and evaluating results.
- 84+ months of experience performing release management for n-tier JEE web applications.
- 84+ months of experience with Struts2 migration/upgrade, JBoss application server configuration, SVN, MQ, Nexus and Jenkins.
- 84+ months of experience analyzing business processes and collaborating with business users to develop system specifications.
- 72+ months of experience providing architectural leadership, mentoring development teams, evaluating technologies, conducting Proof of Concepts (POCs), and implementing secure web application architecture.
- 84+ months of experience in EJB development and transaction management involving high-volume 24x7 integrations with Mainframe and external systems.
- 84+ months of experience implementing Single Sign-On (SSO) solutions using LDAP and Okta.
- 84+ months of experience with XML, JAXB and Web Services in JEE environments.
- 84+ months of experience using Struts, Spring, Hibernate, Rules Engines and Business Process Management (BPM).
