We are seeking an experienced Senior Data Engineer to support statewide portfolio reporting, business intelligence, and data analytics for an enterprise Investment Management program. The successful candidate will serve as a technical and analytical resource supporting Investment Management and Project Portfolio Management teams. The resource will be responsible for designing, developing, implementing, and maintaining enterprise reporting and business intelligence solutions that enable effective portfolio governance and performance management.
Working collaboratively with executive leadership, portfolio managers, project managers, business stakeholders, and technical teams, the Senior Data Engineer will transform data from multiple enterprise systems into actionable business intelligence supporting investment management, project oversight, risk identification, compliance monitoring, and executive decision-making. The resource may also develop reporting and analytical capabilities supporting broader enterprise IT portfolio, Project Portfolio Management (PPM), and Investment Management processes.

Experience gathering, analyzing, and documenting business requirements and translating those requirements into technical reporting and analytical solutions. Experience working directly with business stakeholders to define reporting requirements, KPIs, and performance measures. Demonstrated experience analyzing portfolio, project, financial, operational, or governance data to support executive decision-making. Strong analytical and problem-solving skills with demonstrated experience performing root cause analysis, identifying trends, and making data-driven recommendations. Experience developing and optimizing SQL queries, data models, and data transformation processes. Excellent written and verbal communication skills with the ability to communicate technical information effectively to both technical and non-technical audiences. Demonstrated ability to work independently while managing multiple assignments, priorities, and stakeholder expectations.
Experience with Project Portfolio Management (PPM) systems such as Clarity, ServiceNow PPM, Planview, Microsoft Project Online, or similar platforms. Portfolio management, investment management, project governance, or executive portfolio reporting experience. Microsoft Power BI, Microsoft Fabric, Azure Data Factory, Azure SQL, Microsoft SQL Server, or comparable Microsoft analytics technologies. Enterprise data warehousing, semantic models, or business intelligence architecture. Developing automated reporting solutions using APIs, ETL processes, scripting languages, or data integration platforms. Government, public sector, or large enterprise reporting environments. Project management methodologies including PMI PMBOK, Agile, Scrum, Kanban, or SAFe. Financial management, capital investment management, or portfolio performance reporting.
Bachelor's degree in Computer Science, Information Systems, Data Science, Business Analytics, Management Information Systems, Mathematics, Statistics, Engineering, or another closely related field. Equivalent combinations of education, technical training, professional certifications, and directly related experience may be considered.
