Program Administrator (Site Coordinator) LOOP Program
This position is responsible for the successful implementation and facilitation of 21st Community Learning Center after-school youth development programs at the assigned elementary or middle school sites adhering to the Expanded Learning Opportunities (ELO) Standards for out of school time, the Michigan Department of Education (MDE) MOST Standards, Youth Program Quality (YPQ), and Child Care licensing regulations as required.

Administrative Responsibilities
- Responsible for direct communication and delivery of the after-school program, to and with, OEL and the building principal.
- Responsible for maintaining scholar and program information via MSU EZReports and Scores Reporter.
- Facilitate the after-school Scholar/Parent Advisory Committee.
- Attend all meetings, trainings and program planning sessions scheduled and/or specified by the Office of Extended Learning (OEL).
- Represent after school program at open houses, parent-teacher conferences, and orientations.
- Maintain open and ongoing communication with the OEL staff, building principal and/or designee, school day staff and after school program staff.
- Collect and submit all necessary documentation as required by OEL.
- Always keep confidential records in a locked cabinet.
- Adhere to all policies and procedures as outlined by Grand Rapids Public Schools (GRPS), Michigan Department of Education, and licensing.
- Meet required reporting deadlines.
- Other duties as assigned.
Program Evaluation
- Distribute and collect data for program evaluation as required (surveys).
- Assist in evaluation of all outside vendors providing services.
Personnel Management Responsibilities
- Supervision of program-delivery with 21st CCLC staff.
- Assist in evaluation of program staff (i.e., vendors, volunteers, and scholar workers).
- Keep immediate supervisor informed of volunteer and staff personnel issues.
Program Management Responsibilities
- Be present in the center full time; (AM and PM programs)
- Act as a liaison between GRPS and school administration, teachers, and the community.
- Plan and implement family engagement activities.
- Be on-site during all programming hours and reachable (via phone/email) during times when scholars are being transported to/from program.
- Coordinate all program-delivery logistics, including site requirements, transportation to/from programs/events, food service, ordering & pick-up of supplies.
- Collaborate with academic lead teacher on building School Improvement Team meetings to support academics.
- Collaborate with school day teachers to support academics.
- Collaborate with community partner agencies to provide services for elementary/middle school scholars.
- Document attendance of scholars and staff.
- Recruiting, orientating, and enrolling children/families to the program.
- Maintain contact with Parents/Guardians.
- Maintain a safe and orderly environment.
- Follow procedures for Mandated Reporting (as required by law) and GRPS procedures regarding Mandated Reporting.
- Follow GRPS and standard Risk Management procedures.
- Other duties as assigned.
All GRPS LOOP sites are licensed by the State of Michigan and operate under all guidelines and policies as outlined in the MiLEAP Licensing Rules for Child Care Centers Manual.

Minimum Age (9)(a) - 21 years
Minimum Education(9)(b) - High school diploma or general equivalency diploma (GED).
Administration Training(9)(c) - 2 semester hours or 3.0 CEUs in childcare administration within 6 months of hire*
Minimum Experience - 1 year - 6 months - None
Training/ Semester Hours/CEUs - 3 hours of MiRegistry approved training in each of the following:(A) Program Management.(B) Challenging Behaviors(C) Trauma InformedPractices.AND6 hours of MiRegistry approved training in any of the following areas:(A) Interactions andGuidance(B) Challenging Behaviors (C) Trauma InformedPractices - 6 semester hours, 9 CEUs, or a combination to equal 90 clock hours of coursework in: Child CareAdministration, Early ChildhoodEducation Child Development Youth Development A Child-RelatedFieldUp to 30 hours of MiRegistry-approved training may be used to meet these requirements. - One of the following: A valid childDevelopmentassociate credential Montessoricredential Michigan YouthDevelopment Associate Certificateor Credential Infant FamilyAssociate Credential Associate degree orhigher in any fieldof study
*A program administrator is exempt from this requirement if there is a central administrator that meets the requirements and is responsible for (a) Developing, implementing, and evaluating program and center policies. (c) Monitoring staff, including annual evaluations. Verification of the qualifications of the central administrator must be maintained on file at the center or at the central office.
- Be at least 21 years of age
- Prior to working with scholars, complete MiLEAP (PA116) mandated requirements:
- Comprehensive Childcare Background Check (CCBC) including fingerprinting by MiLEAP approved agencies.
- Obtain CCBC eligibility to work in a licensed childcare facility.
- Complete MiRegistry Health and Safety Online Modules A, B, C and Transportation or annual Health and Safety Refresher Course; submit learning record transcript to Office of Extended Learning upon completion.
- Module A MUST be completed before working with scholars.
- Obtain First Aid Certification and Cardiopulmonary Resuscitation (CPR) by LARA approved agencies; submit ARC/AHA certificate/card to Office of Extended Learning upon completion.
- Valid state issued ID.
- Child Abuse/Neglect Central Registry Check.

- Program Administrators/Site Coordinators are required to complete a minimum of 16 clock hours of professional development training annually, in addition to CPR, first aid, and blood borne pathogens training/certification.
