Management And Program Analyst

As a Management and Program Analyst, you will perform the following duties:

  1. Serve as a Federal Program Officer (FPO), responsible for administering multi-million-dollar contract awards for the National Oceanic and Atmospheric Administration (NOAA). Oversee the development of Reimbursable Agreements, Memorandum of Understand (MOU) and Memorandum of Association (MOA) and coordinate and manage grant competitions. Utilize the Grants Online and Grants Enterprise Management Solution systems to review proposals for minimum requirements and financial analysis of award actions.
  2. Serve as a senior analyst, providing expert guidance on program management and policy implementation to senior leadership for the Business Management Division (BMD). Provides critical input for reviewing and reporting requirements including Annual Operating Plans, performance risk assessments and evaluations. Recommend systemic adjustments to strategies that have an impact on the National Ocean Service (NOS) operations.
  3. Design and conduct studies and projects to identify and propose solutions to management functions. Provide recommendations for improving tools and templates for collecting and analyzing information on program objectives and milestones. Perform data gathering and analytical techniques to develop implementation plans that serve to improve overall organizational effectiveness.
