Manager, Program Development

The Maryland Department of Transportation, Maryland Transit Administration (MDOT MTA) invites you to apply for a leadership position that plays a critical role in the planning, development, and advancement of capital projects across all MTA modes. We are seeking a highly organized and technically skilled professional to serve as the Manager, Program Development within the Office of Program Management Oversight. The Manager, Program Development is responsible for the oversight, management, review, and analysis of agency asset, condition and maintenance data to drive program development activities. This position also leads the evaluation and advancement of proposed capital projects from initiation through implementation, helping to ensure alignment with lifecycle management practices, the MTA strategic plan and the 5-year capital program.

The role requires strong analytical skills, technical knowledge, and the ability to coordinate complex, multi-disciplinary projects across engineering, construction, and planning divisions. The Manager, Program Development also supports the development of tools, workflows, and reporting mechanisms that promote data-driven decision-making and operational efficiency. The Manager ensures project readiness, prioritization, and resource alignment while coordinating with the 6-year Consolidated Transportation Program (CTP), which includes multi-million-dollar capital engineering projects across civil, structural/track, mechanical/electrical, ADA, architectural, environmental, transit-oriented development (TOD), and special project categories. The Manager plays a key role in fostering a positive safety culture by ensuring compliance with safety policies, participating in safety meetings, and supporting hazard mitigation and risk assessment activities.

Key Responsibilities:

  • Manage and oversee development of MTA capital programs, ensuring evaluation and advancement of proposed projects that support State of Good Repair and the agency's strategic plan.
  • Ensure operational efficiency through effective scheduling, prioritization, funding strategies, and resource planning for program development.
  • Analyze and manage processes related to program development, including scope alignment, funding, lifecycle costs, workflows, and communication.
  • Develop and implement program and project management strategies to support successful project initiation and execution.
  • Provide updates, briefings, and reports to MTA leadership as required.
  • Assist with the review, update, and implementation of federal and state program and project management requirements.
  • Support a safe and healthy work environment by adhering to and enforcing safety policies, reporting hazards, and ensuring staff receive appropriate safety training and PPE.

Qualifications

Education: Bachelor's degree in Engineering, Architecture, Transportation Planning or related field from an accredited college or university.

Experience: 6 years of experience managing complex, multi-disciplinary capital projects and coordinating across engineering, construction, and planning divisions. Extensive experience in program development, project evaluation, capital planning, or related fields. 2 years of experience in a supervisory role. Strong analytical, organizational, and communication skills required. Experience with federal and state project management requirements is preferred. The ideal candidate will also have significant expertise in data management & analysis, and experience with large, complex transit and rail systems and operations.

Licenses & Certifications

Must have a valid Drivers' License Professional Engineer Licensed in Maryland and/or PMP certification preferred but not required.

Managers should attend and participate in safety meetings and adhere to and enforce all safety rules, policies, regulations, and personal protective equipment requirements to support a safe and healthy working environment. Ensure employees are properly trained and provided with personal protective equipment to conduct their job functions in a safe manner. Report hazards, unsafe acts, near misses, injuries, and accidents immediately to the Office of Safety. Collaboratively work to mitigate reported hazards in a timely manner. Conduct safety risk assessments and/or job hazard analyses as needed.
