Senior Program Analyst

Summary: The Senior Program Analyst will work directly with the Government personnel in meeting the technical needs of the project.
Essential Duties and Responsibilities:
- Assists project/test leaders as they scan the business environment to identify potential issues that may impact the quality of services, interfere with the organization's ability to manage its risks, and/or create opportunities to address these issues more effectively.
- Tracks project/test cost, schedule, and percent completion for assigned task orders.
- Monitors burn rates against budgetary expectations.
- Prepares project/test cost vs. schedule variance reports for each task order and informs management and the Government when budget exceeds 75%, 90%, 100% of allocated funds, or upon reaching other thresholds as required.
- Creates initial task order entry into the task order tracking module of TEBS.
- Archives entries upon task order completion.
- Assists project/test leadership with creating long- and short-term plans, including setting targets for milestones and adhering to deadlines.
- Makes effective recommendations when presented with multiple options for how to progress with the project.
- Serves as a point of contact for teams when multiple units are assigned to the same project to ensure team actions remain in synergy.
- Communicates with leadership on progress of project.
- Adjusts project/test schedules and targets on the project as needs or budgets change.
- Performs other duties as assigned.
Experience, Education, and Licensure:
- BA/BS Degree in Business Administration, Technical Management, or a related field from an accredited college or equivalent experience. (Degree may be used in lieu of 4 years of work experience).
- At least 14 years of experience performing assignments as a Program Analyst.
- Demonstrated project management and leadership skills.
- Expert-level data analysis skills, with the ability to identify strategic insights from complex datasets.
- Advanced expertise in developing cost estimates and performing financial analysis.
- Demonstrated technical writing skills, with the ability to communicate complex information effectively and persuasively.
- Advanced understanding of test planning and reporting processes.
- Advanced statistical analysis skills, with the ability to perform sophisticated statistical modeling and data mining.
- Demonstrated leadership and mentoring skills, with the ability to inspire and develop high performing teams.
- Proficiency in advanced project management software (e.g., MS Project Server) and data analysis tools.
- Demonstrated communication, negotiation, and stakeholder management skills essential for success in a T&E environment.
- Proven ability to think strategically and make sound judgments in high pressure T&E situations.
- Prior experience working in a strategic program analysis role within a military or government environment preferred.
- Experience with large-scale weapons systems or T&E programs preferred.

Work Environment: Work is typically performed in a controlled office environment. The noise level in the work environment is usually moderate.
Physical Requirements: May require lifting up to 25 pounds.
Work Authorization/Security Clearance: DoD Secret or higher security clearance, or the ability to obtain and maintain a Secret clearance. U.S. Citizenship is required.
