The Strategic Communications team is seeking an experienced Program Chief Engineer (PCE) to join and expand our team developing state-of-the-art communications systems. The PCE has primary accountability for meeting technical requirements and scope for the program, including engineering costs and schedule commitments. The PCE is the single Engineering point of contact responsible for leading all Engineering activities on the program. The PCE also works closely with the Program Office and external customer.
What You Will Do
• Ensure overall Engineering execution within the program – including the decision authority over Engineering activities
• Conduct Engineering Bid Reviews (EBRs) and Engineering Program Reviews (EPRs)
• Support Program Management Reviews (PMRs) for all Engineering matters
• Manage overall budget and schedule for Engineering tasks, working closely with the engineering discipline organizations to review program execution on a periodic basis to ensure schedule and cost remain on target
• Develop executable Estimates at Completion (EAC) for the program in collaboration with the responsible Engineering Cost Account Managers (CAMs)
• Ensure staffing forecasts are accurate and up to date, and work with Engineering discipline organizations to ensure appropriate staffing is assigned
• Provide oversight and review all program metrics for engineering
• Oversee and manage engineering Risks and Opportunities across the program, leveraging the enterprise to mitigate key risks and capture opportunities
• Ensure effective engineering management of suppliers in accordance with subcontractor statement of work, requirements specifications, and engineering processes
• Identify and exploit synergies across programs and across the Enterprise
• Provide accurate and timely status reports to Program and Engineering organizations
Qualifications You Must Have
• Experience as a Technical Program Manager, Program Engineer, Project Engineer, or Integrated Product Team (IPT) Lead
• Working knowledge of multiple engineering disciplines with a strong focus on communications systems development
• Working knowledge of Earned Value Management System (EVMS)
• Experience in all phases of development program lifecycle
• Experience in Risk and Opportunity management
• Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience
Qualifications We Prefer
• Experience with Agile and/or DevSecOps development methodologies
• Demonstrated ability to lead a development team through transition to sustainment
• Experience developing satellite communications systems
• Knowledge of Raytheon, products, technologies, and processes
• Strong understanding of electronics manufacturing and/or managing electronics fabrication/suppliers
• Experience with Navy and Air Force platforms, requirements, objectives

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels.
