Program Director / Senior Program Manager (IV&V Lead)

POSITION OVERVIEW
Zenius Corporation is seeking an experienced Program Director / Senior Program Manager to serve as the IV&V Lead on a federal IT program management and oversight engagement. In this role, you will serve as Zenius's partner-of-record to the Contracting Officer's Representative (COR), provide comprehensive project management support, chair weekly and monthly program reviews, and ensure all IV&V and capital planning deliverables are executed on time and in compliance with the Performance Work Statement (PWS). This is the highest-ranking position on the program and the primary interface between Zenius and the federal client.
KEY RESPONSIBILITIES
Serve as the prime contractor's day-to-day interface with the COR, CO, and federal program team; manage all contractual commitments and communications
Lead kick-off, phase-in, and phase-out activities; prepare and submit the Phase-In Plan within 10 calendar days of contract award
Develop and maintain the Integrated Project Schedule (IPS) using Microsoft Project; deliver to COR within 20 calendar days of award and keep current throughout the period of performance
Prepare and deliver the Project Management Plan (PMP) within 15 calendar days of award, incorporating PMBOK-based management controls for initiation, planning, execution, monitoring, and close-out
Author and submit Monthly Performance and Status Reports and Weekly Status Report and Briefings; track schedule variances, risks, and corrective actions
Chair weekly IV&V status meetings; provide briefings on IV&V and capital planning activity status
Attend Information System Security Officer (ISSO), quarterly Plan of Action and Milestones (POA&M), and other security meetings as required
Attend quarterly major investment program management meetings and ad hoc meetings for the agency's major IT investments
Maintain and manage the program's electronic project library / SharePoint site, including personnel rosters, deliverable registers, and all IV&V artifacts
Manage subcontractor and teaming partner performance; ensure seamless delivery of services across all functional areas
Provide risk-based programmatic analysis and recommendations to federal leadership; proactively identify and mitigate high-impact program risks
Sign off on all contract deliverables prior to submission to the client
Prepare and update the annual Phase-Out Plan; execute the optional phase-out if exercised by the Government
MINIMUM QUALIFICATIONS
Bachelor's degree in Information Technology, Systems Engineering, Computer Science, Public Administration, or a related field
10+ years of progressive federal IT program management experience, with at least 5 years in an IV&V or independent oversight role
PMP certification (Project Management Professional) required
Demonstrated experience serving as the prime contractor's lead or Program Manager on a federal civilian agency IT program
Proven experience preparing and delivering federal contract deliverables including Project Management Plans, Integrated Project Schedules, and Monthly Status Reports
Experience attending and facilitating federal governance meetings (ISSO, POA&M, major investment reviews)
Strong written and oral communication skills; ability to brief senior government officials
Ability to obtain and maintain a federal Public Trust clearance
PREFERRED QUALIFICATIONS
Active federal Public Trust clearance or prior federal background investigation adjudication
PgMP (Program Management Professional) or ITIL certification
Experience on federal education, health, or student records exchange programs
Familiarity with OMB Circular A-130, FISMA, and federal IT governance frameworks
Experience with SharePoint site administration in a federal intranet environment
WORK ARRANGEMENT
This is a hybrid position. The selected candidate will work remotely the majority of the time, with required in-person presence at the client site in the Washington, DC Metro Area for key meetings, reviews, and deliverable walkthroughs. The frequency of on-site presence is driven by program cadence and COR direction. A reliable home office setup with secure internet access is required for remote workdays.
