Program Effectiveness Analyst / Analyste de l’efficacité du programme

The Program Design and Implementation Branch offers the perfect opportunity for a results-driven individual with strong strategic program evaluation and research design skills, advanced statistical training, and a passion for continuous improvement.

About the job

In this role, you will:

  • Plan, conduct and/or facilitate program evaluation, program audits, research studies and statistical analyses of direct service offender programs
  • Develop tools to support ongoing project activities requiring data capture
  • Conduct specialized audits of adult correctional programs
  • Advise ministry officials of the impact of program evaluation and research findings

What you bring to the team

Technical Expertise

  • Knowledge of research methodology and statistical analysis to conduct research and analyze data
  • Demonstrated ability to plan, conduct, and facilitate program evaluations, and develop tools for projects
  • An understanding of correctional practices, human service programs, and policy development

Analytical, Conceptual and Strategic Thinking Skills

  • Analyze complex research findings from program evaluations to determine impacts on Ministry programs, policies, and goals
  • Assess project management needs, determine options, and monitor multiple projects
  • Analyze program audits, assess their impact, and recommend ways to improve program development, staff training, and community-based programs
  • Assess the impact of proposed policy and program changes on stakeholders and recommend ways to maximize outcomes while reducing risks

Project Planning, Leadership and Communication Skills

  • Lead and coordinate multi-disciplinary research and evaluation projects
  • Prepare and present research results, and develop briefing notes, letters, and position papers
  • Lead stakeholder consultations, mediate differences, build consensus, and maintain effective relationships
  • Ensure cooperation and compliance with data collection and evaluation processes
  • Present research summaries, evaluation results, and recommendations to key stakeholders and senior officials
  • Conduct interviews and focus groups with management, staff, and offenders

Computer Skills

  • Proficiency with computer software applications and experience managing large datasets and running statistical analyses
  • Experience using computer software applications such as the Statistical Package for the Social Sciences (SPSS), R, SAS, and/or MPlus
