Program Manager – Enterprise QA
Location: San Francisco Bay Area (Hybrid)
Duration: Long-Term Contract
We're looking for an experienced Program Manager to lead the build-out of a newly established Enterprise QA organization. This is a highly visible role responsible for driving QA transformation initiatives, aligning cross-functional technology teams, and establishing scalable delivery practices across Engineering, Infrastructure, Cloud, Data, and Operations.
Key Responsibilities
- Lead multiple concurrent Enterprise QA initiatives from planning through execution.
- Build project plans from scratch, proactively identifying risks, dependencies, and stakeholder requirements.
- Drive prioritization, roadmap execution, and cross-functional alignment across Engineering, Infrastructure, Data, Cloud, and Operations teams.
- Serve as the primary liaison between technology leadership, delivery managers, and QA teams.
- Own executive-level communication, status reporting, and stakeholder updates.
- Coordinate enterprise QA standards, governance, and delivery practices while supporting QA transformation initiatives.
- Resolve delivery conflicts and dependencies before escalation.
Required Qualifications
- 10+ years of Program or Project Management experience leading complex enterprise technology initiatives.
- Strong background in Quality Assurance (QA) transformation, Quality Engineering, Software Delivery, or Enterprise Technology Programs.
- Proven experience building PM structures, governance models, and project plans in fast-paced, evolving organizations.
- Demonstrated success managing cross-functional stakeholders within large matrixed environments.
- Excellent executive communication and stakeholder management skills.
- Experience leading enterprise-wide initiatives involving multiple delivery teams and competing priorities.
Preferred Experience
- Hands-on exposure to Quality Engineering, Test Automation, CI/CD, Release Management, or Software Development Lifecycle (SDLC).
- Experience working with AI-enabled QA, Generative AI, or Agentic SDLC initiatives.
- Background in Financial Services or other highly regulated industries.
- Experience supporting QA Centers of Excellence (CoE), guild-based organizations, or enterprise quality transformation programs.
Ideal Candidate
We're seeking a Program Manager who understands modern Quality Engineering practices—not just traditional project management. Candidates with experience partnering closely with QA organizations, driving enterprise QA strategy, implementing governance, managing large-scale technology programs, and enabling AI-driven quality initiatives will be highly preferred.
