Program Manager – PMO / Portfolio Management (Contract, Hybrid – Toronto)


Location: Hybrid | Toronto, ON

Onsite Requirement: Tuesday–Thursday (3 days/week)

Contract Dates: May 11, 2026 – July 30, 2027

Hours: Monday–Friday, 9:00 AM – 5:00 PM

Pay Rate: Up to $72/hour+ 4% vacation pay


Overview

We are hiring a Senior Program Manager with strong PMO governance, portfolio management, and financial oversight experience to support a Global Marketing organization through strategic transformation initiatives.

This role is ideal for a Program Manager with experience in enterprise program delivery, business casing, cost‑benefit analysis, risk management, and stakeholder engagement . You’ll operate as an individual contributor with high visibility across leadership and cross‑functional teams.


Key Responsibilities

Program & Portfolio Management

  • Lead and support enterprise program delivery using established PMO frameworks, methodologies, and governance standards .
  • Manage a portfolio of strategic and operational initiatives, ensuring alignment to business objectives.
  • Support annual planning, investment planning, and business case development .
  • Drive end‑to‑end program execution , from planning through delivery and performance evaluation.

Financial Management & Governance

  • Own program and portfolio financials , including budgeting, forecasting, variance analysis, and benefits realization.
  • Perform cost‑benefit analysis and manage cost centers to ensure financial discipline.
  • Ensure compliance with accounting standards, including IFRS 17 , capitalization policies, and accruals.
  • Partner with Finance to support accurate reporting, forecasting, and revenue recognition.

Strategic Partnership & Transformation

  • Act as a strategic partner to Marketing and cross‑functional stakeholders, supporting transformation priorities.
  • Identify risks, dependencies, and issues across the portfolio;
    escalate and recommend mitigation strategies.
  • Lead special projects such as competitive benchmarking, process optimization, operating model improvements, and performance measurement .
  • Influence direction and prioritization through data‑driven insights and strategic recommendations.

Reporting, Analytics & Executive Communication

  • Deliver program status reporting, KPI dashboards, and financial reporting to senior leadership.
  • Build and enhance Power BI dashboards and analytics to support portfolio execution and decision‑making.
  • Create executive‑level presentations, performance metrics, and ad‑hoc analysis with clear insights and actions.


Required Qualifications


Must‑Have

  • 8+ years of experience as a Program Manager, Senior Program Manager, or PMO Consultant
  • Strong knowledge of program management frameworks and delivery methodologies
  • Proven experience with business cases, financial governance, and portfolio management
  • Demonstrated ability to manage multiple senior stakeholders in a matrixed environment
  • Experience overseeing financials, budgets, forecasting, and benefits realization

Preferred / Nice‑to‑Have

  • MBA (preferred)
  • PMP or equivalent certification
  • Power BI reporting and dashboard development
  • Knowledge of IFRS 17
  • Experience with strategic transformation and operational initiatives
  • Risk management and enterprise risk assessment experience
  • Familiarity with capitalization and accounting policies

Performance Measurement

  • Weekly 1:1s and leadership reviews
  • Delivery against defined program and portfolio milestones
  • Financial accuracy, risk management, and stakeholder satisfaction
  • End‑to‑end ownership and execution excellence
