Program Manager

We need an experienced Project Manager at the U.S. Coast Guard (USCG). The USCG Civilian Human Resources Office is expanding contractor support for position classification and staffing as automation efforts drive increased workload across the organization's civilian personnel programs. In this role, you will serve as the single point of contact for the Contracting Officer and Contracting Officer's Representative, manage the task order to ensure technical solutions and schedules are implemented on time using benchmarking and program metrics, coordinate task schedules to keep deliverables aligned with the customer's objectives, and ensure compliance with the statement of work and financial obligations through ongoing reporting and analysis. Responsibilities include:

  • Serving as Project Manager for the task order and acting as the single point of contact for the Contracting Officer and Contracting Officer's Representative
  • Assisting company management in working with the customer's representative, management personnel, and customer agency representatives
  • Providing operating advice and assistance on administrative and management issues to the customer
  • Managing the task order and ensuring technical solutions and schedules are implemented in a timely manner using benchmarking and program metrics
  • Coordinating task schedules to ensure solutions developed or implemented are consistent with the customer's objectives and the statement of work
  • Ensuring compliance with the terms and conditions outlined in the statement of work
  • Adhering to financial obligations agreed to at contract award through financial reporting and analysis
  • Being available to the Contracting Officer's Representative via telephone between 0800 and 1630 EST, Monday through Friday
  • Responding to a request for discussion or resolution of technical problems within 3 hours of notification
  • Providing a monthly progress report to the Contracting Officer's Representative no later than five business days after the previous month's end, including a breakdown of labor hours by labor category, direct costs by line item, an assessment of technical progress, schedule status, and any contractor concerns or recommendations
  • Meeting with the Contracting Officer's Representative upon request to present deliverables, discuss progress, exchange information, and resolve emergent technical problems and issues

Background/required experience includes:

  • Bachelor's degree in a related field and two years of progressive project leadership and management experience in the field of human resources, OR
  • Associate's degree and five years of progressive project leadership and management experience in the field of human resources
  • PMP or similar certification preferred

Location:

  • USCG HQ, St. Elizabeths Campus, Washington, DC

Clearance:

  • Eligible to obtain a Common Access Card via the MP ICAM process and NBIS background investigation
  • Must be a US Citizen

    • 8 hours per day

    Compensation:

    • Salary range: $100,000 $120,000
