Program Manager

The Program Manager is responsible for the execution of all aspects of the program to ensure that all activities are carried out in accordance with technical and contractual requirements, schedules and budgets. The Program Manager II is the focal point for the company for communications with the customer (internal / external) and is responsible to ensure customer requirements are flowed down to all functional departments.

Job Summary

Focal point for customercommunication and interface
• Manages communications andrelationships between Ducommun and its customers. Communication and tracking ofcustomer scorecards and surveys.
• Focal / Leader for theIntegrated Product Team (IPT).
• Represents the company incontacts with the customer and outside parties for all issues concerning theassigned program.
• Provide timely notificationto management and customer of program cost, quality or schedule impact.
• Execution of New ProductIntroduction – Phase Gate Process.
• Provide a coordinated companyresponse to customer requirements (commercial – technical) and inquiries (voiceof the customer).
• Presentation of programreviews to Customer.


Internal Communication andinterface
• Communicatewithin IPT to assure proper coordination of customer requirements (schedule,recovery plans, reports, etc.). Ensure that the company's capabilities andbusiness interests support customer requests.
• Manage program team to ensureefficient and effective goal attainment in support of the Program Managementfunctional metrics, corporate policy, regulatory guidelines and budgetparameters.
• Coordinate technical andoperational requirements with stakeholders to ensure the voice of the customerhas been achieved
• Coordinate the financialcontrols to integrate time phased budgets and program schedules that supportcontractual commitments and company goals.
• Communicate customer costreduction and process improvement goals to company management and coordinateresponse that highlights/demonstrates company commitment to continuousimprovement.

• Champion/lead Kaizen and Leanactivities that drive improvement in both operational and administrative areas.
• Oversight of ProgramManagement backlog/booking input into the MRP system to ensure alignment withcompany goals.
• Presentation of program reviews to Sr. Leadership

Contract Management
• Analyze and review allcontracts to verify Terms and Conditions, Work Statements, Funding, PerformancePeriods, Deliverables, and other customer General Conditions. Coordinate reviewof terms and conditions with DCO Director of Contracts as necessary.
• Prepare negotiation plan andlead the negotiation team for all customer negotiations.
• Manage and track programcompliance to purchase order requirements.
• Prepare assertions and claimsto customer in accordance to contract parameters
Operational Management:
• Responsibleto coordinate with Operations Management to review requirements for programs asthey relate to:
OperationalPerformance
Metrics –development and execution
KPI and TTItracking on a monthly basis
Day to dayperformance to plan (cost, quality and schedule)
Staffing
IPT development
Planning forCapital Expenditures / preventive maintenance


Fiscal Management
• Review program performance toprovide ongoing visibility for project cost, margin and schedule (actual vs.projected) through the EAC Process.
• Provide input to Finance forindividual program cash flow plans.
• Support the Finance Department for invoice submittaland in resolving late payment receipts and customer claims/assertions.

Development and growth ofthe Program:
• Responsible for oversight andmanagement of performance center bookings, backlog, past due, receivables andsales forecasts.
• Manage and maintain performancecenter booking and sales tracking system that supports the company monthlysummary reports.
• Coordinate planning andacquisition of follow-on business within the lead time constraints.
• Coordinate with BusinessDevelopment to identify, strategize and capture new business opportunities.
• Travel to customers 30% ofthe time.
• Support customer costreduction and process improvement activities that demonstrate the company’scommitment to continuous improvement.

Proposal Management:
• Lead the Proposal Team in thedevelopment, preparation and customer submittal of proposals for new andfollow-on business. Will have assistance by estimating on cost development,schedule, and capital requirements.
• Asrequired support customer / DCAA / DCMA audits.

• Computer knowledge and skills, i.e. MS Office Suite – Word, Power Point and Excel is required.

• Basic understanding of lean and six sigma principles and methodologies.

• Experience with MRP systems is beneficial.

• Team oriented with a continuous improvement outlook.

    • Supervisory experience a plus.
