Program Manager
This scope of work is for a Program Manager to direct program activities within the Sexually Transmitted Disease (STD) section within the Florida Department of Healths (Department) Division of Disease Control and Health Protection in the Bureau of Communicable Diseases. Contractor will provide these services to the Florida Department of Health (Department).
The Contractor must possess the following minimum qualifications and experience:
- A minimum of 4 years of work experience in public health or related field.
- Bachelors degree in public health, business administration, or related field.
- A minimum of 2 years of experience in program management.
- A minimum of 4 years of experience using and translating data to communicate program successes.
- Demonstrated expertise in developing and maintaining multiple projects involving staff from state, local, and federal agencies, as well as academia and community partners.
- Demonstrated skills in project management, prioritization, and planning with demonstrated success producing high-quality deliverables while building relationships with internal and external customers.
- Demonstrated experience in managing federally funded projects.
SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:
- Every two weeks, report to the Departments STD Section Administrator on the status of activities related to Disease Intervention Specialist Training Academy (DISTA), including those outlined in the Departments contract with the University of South Florida (hereinafter USF DISTA Contract).
- Each month, communicate with and advise all Department STD Section staff on relevant DISTA updates, including successes, challenges, barriers, and need for input or resources.
- Each month as directed by the Department, review the USF DISTA Contracts deliverables for the creation and implementation of DISTA to ensure deliverables are on track.
- As directed by the Departments STD program leadership of amendments to the USF DISTA Contract.
- As needed, advise the Departments STD program leadership of amendments to the USF DISTA Contract.
- As directed by the Department prepare scientific manuscripts for presentation and publication in partnership with the Department.
- As directed by the Department, assist the Department with development documentation for USF DISTA.
- As directed by the Department, complete the required evaluation documents and submit them to the Departments STD Section Administrator.
- As directed by the Department, generate reports for the Departments STD Section projects.
- As directed by the Department, generate presentations for the Departments STD Section projects.
- Participate in monthly and quarterly calls with the Centers for Disease and Prevention, National Coalition of STD Directors, and others as directed by the Department.
- As directed by the Department, complete grant-related data briefs, presentations, and reports for internal and external audiences.
- Prepare a Project Work Plan outlining all project activities and the Departments directions for Service Tasks 6.1. Submit the Project Work Plan, via email, to the Department Contract Manager for review and approval within 30 calendar days of Purchase Order issuance. At a minimum, include the following in the Project Work Plan:
- A description and operational overview of all project activities that will be performed during the project term including any directions and performance requested by the Department.
- A list of staff members or the job title of the staff members that will be performing each project activity.
- A timeline for the completion of the project activities listed in the Project Work Plan.
- Update the Project Work Plan as directed by the Department, as needed, to reflect current or updated Department directions and guidance. Updates to the Project Work Plan must be reviewed and approved, in writing, by the Department Contract Manager prior to new project activities being performed.
- Document all services performed in accordance with the approved Project Work Plan in the corresponding Monthly Progress Report. Timesheets correlating hours worked on services tasks as provided in Task 6.1.1 through Task 6.1.5 should be included as part of the Monthly Progress Report. The Progress Report must be reviewed and approved by the onsite coordinator and submitted to the Department Contract Manager within 15 calendar days of the end of each Month.
